About this opportunity

The United States Marine Corps is seeking commercial maritime charter/vessel services through a combined synopsis/solicitation for commercial items under NAICS code 487210. The procurement requires one or more seaworthy vessels at least 45 feet long with specific technical capabilities including GPS, surface radar with 36 nautical mile scanning range, Automatic Identification System (AIS), and communication equipment to support maritime sensing operations during Resolute Dragon 25 military exercise. The vessels must be operated by captains holding valid Japanese Class 3 or higher licenses and will conduct maritime sensing and bilateral joint offensive anti-ship operations for the 12th Marine Littoral Regiment. The government will evaluate quotes based on three factors in no specific order: technical capability, price, and past performance, with quotes due by August 27, 2025. Offerors must be registered in the System for Award Management (SAM) and submit quotes via email, with a Questions and Answers document posted on August 25, 2025.

This procurement operates under full and open competition with no set-aside designation, and no current contractors or incumbents are identified in the solicitation materials. The charter period spans seven days from September 19-25, 2025, during which the vessels will operate in multiple maritime areas including locations near Sata, Amami, Tokunashima, and White Beach in Okinawa, Japan. The contract specifically notes that no personnel or equipment will be transported, as the vessels will serve as target vessels for the military exercise. While no specific award value or budget range is disclosed, the government reserves the right to make either one aggregate award or multiple awards without discussions. The performance work statement emphasizes 100% compliance requirements with safety regulations, licensing requirements, and operational standards throughout the charter period.
