Performance Work Statement (PWS) for Commercial Vessel – Marine Charter Support for Targeting in Support of Resolute Dragon 25

1.0 SCOPE OF WORK.

The purpose of this Performance Work Statement (PWS) is to outline the requirement for a commercial marine charter/vessel in support of Resolute Dragon 2025 (RD25) in support of 12th Marine Littoral Regiment’s (12th MLR). In accordance with the schedule of supplies and services, the contractor shall support III MEF with a vessel or multiple vessels for maritime sensing in Japan within the vicinity of Sata, Amami, Tokunashima, and White Beach in support of Resolute Dragon 25. The contractor shall provide support to US Forces as outlined in section

2.0 and 3.0 of this Performance Work Statement (PWS).

1.1. Contractor will pilot the vessel on routes provided upon contract award, during the period of performance.

1.2. Contractor will ensure the Automatic Identification System (AIS) system is operational and energized throughout the period of performance.

1.3. Contractor will ensure that the surface radar is energized and scanning throughout the period of performance.

1.4 Contractor will have a communication with a trusted agent at Secher Hall. Primary: phone line (SATCOM phone or Startlink); Alternate: VHF; Contingency: a Marine on board with SATCOM radio or StarShield.

2.0 DESCRIPTION OF SERVICES.

2.1. The contractor shall provide one or more vessels for support as follows:

2.1.1. Seaworthy vessel that is fully registered, licensed and insured in accordance with the laws of the Okinawa Prefecture and Kyushyu.

2.1.2. Vessel must be no less than 45 feet/14 meters in length and a beam of no less than 12 feet or 3.6 meters.

2.1.3. Vessel must have a cruising speed of no less than 8 knots.

2.1.4. Vessel must be equipped with a minimum of one Global Positioning System (GPS) and a surface radar.

2.1.5. Vessel must be equipped with (AIS) transceivers used by Vessel Traffic Services (VTS).

2.1.6. Vessel must be equipped with a surface radar with a scanning range of 36 nautical miles.

2.1.7. The vessel must have the ability make and receive phone calls or text messages to and from Japanese domestic numbers while underway and in the Operation Area.

2.1.8. The contractor will provide a Captain who possess a valid and current Class 1 Japanese Captains’ License.

2.1.9. A second Captain, Japanese National is permitted, who possess a valid and current Class 1 Japanese Captains’ License is required.

3.0 LOCATION AND PERIOD OF PERFORMANCE.

3.1 Within 20 nm of N23 grid 51.08 E128 52.41 19 – 20 Sep 2025 ISO bilateral joint offensive anti-ship operations

(BJOASO)

3.2 South of White Beach 21 – 22 Sep 2025 ISO maritime sensing.

3.3 West of Amami and southwest of Tokunashima 22 – 23 Sep 2025 ISO maritime sensing.

3.4 South of Sata and Shimokoshiki 24 – 25 Sep 2025 ISO maritime sensing.

4.0 HOST NATION COORDINATION.

The Government Representative in coordination with the Contracting Officer will be responsible for ensuring the selected contractors provide the requested services; overseeing Points of contacts will be provided at time of award.

5.0 CONTRACTOR PERSONNEL

The Contractor shall furnish sufficient personnel to perform all work specified within this PWS. Services shall be provided during the times outlined herein except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

6.0 POINTS OF CONTACT AND AUTHORITIES

The Contracting Officer is the only person authorized to approve any changes to the requirements of this contract and not withstanding provisions contained elsewhere in this contract, the authority remains solely with the Contracting Officer. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.

7.0 EXEMPTION FROM JAPANESE TAXES.

Pursuant to the United States (U.S.) – Japan Status of Forces Agreement and the Joint Committee, the governments of the United States and Japan have agreed that the procurement in Japan of materials, supplies, equipment and services for official purposes may be exempt from certain Japanese taxes. When incorporated, DFARS Clause 225.229-7001 ‘TAX RELIEF’ stipulates that contract/order pricing shall not include the Consumption Tax.

Submission of, and/or incorporation into the contract of, your offer, certifies that pricing does not contain any cost related to the Consumption Tax. Questions concerning this matter should be directed to your local Japanese Tax Office.
