1. “Per PWS:
2.1.8. The contractor will provide a Captain who possess a valid and current Class 1 Japanese Captains’ License.” Most Japanese domestic shipping companies only have a Class 3 license.
Question: Companies that require a Class 1 license are said to be foreign shipping companies, but is a Class 3 license acceptable?
Answer: Class 3 is acceptable. Desired end state is that we have a captain who can legally operate a boat in the locations identified.
2. What is this purpose for? Just patrol/Guard boat?
Answer: Target vessel. No personnel or equipment being transported.
