About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a firm-fixed-price contract for maintenance, repair, and preservation of one Beluga RCD Barge through a full and open competition. The solicitation, issued by the Puget Sound Naval Shipyard and Intermediate Maintenance Facility, requires a contractor with a facility located in the Puget Sound region capable of accommodating a 240 FT length, 60 FT width steel barge. Key contract requirements include washing and cleaning the vessel, completing steel repairs, generating ABS-approved Red Line drawings, and coordinating ABS inspections. The evaluation will follow a lowest price technically acceptable (LPTA) source selection process, assessing three primary factors: Technical Capabilities, Past Performance, and Price. Proposals are due by 10 April 2025 at 12:00 PM Pacific Time, with all offerors required to be registered in the System for Award Management (SAM).

The contract does not have a specific small business set-aside, though it includes subcontracting goals for various small business categories. The vessel availability is scheduled from 23 June 2025 to 11 August 2025, with the work to be performed on a 46-year-old barge weighing 988.25 L Tons. While no specific incumbent is mentioned, the contract requires detailed corporate experience demonstrating vessel maintenance capabilities. The facility must be located on the West Coast between Olympia and Bellingham, Washington, with specific requirements for facility capabilities, paint inspector certifications, and technical documentation. Contractors must provide comprehensive documentation including weekly production schedules, subcontractor lists, welder qualifications, safety data sheets, and multiple inspection reports to the Contracting Officer's Representative.
