About this opportunity
The U.S. Army Corps of Engineers New York District is soliciting bids for maintenance dredging services at the Long Island Intracoastal Waterway Federal Navigation Project in Bellport Bay and Moriches Bay, Suffolk County, New York. The project involves removing approximately 28,775 to 30,000 cubic yards of sand to maintain navigation depths of -6 feet Mean Lower Low Water plus 2 feet allowable overdepth, with dredged material to be placed along shorelines at Cupsogue Beach County Park and Smith Point County Park for shoreline stabilization. Contractors must commence work within five calendar days of receiving notice to proceed and maintain a minimum production rate of 2,000 cubic yards per calendar day throughout the project duration. The work will require hydraulic cutterhead dredging equipment along with supporting barges, tugboats, pipeline, and land-based equipment such as bulldozers. The original solicitation was posted on July 16, 2025, with a bid due date of August 18, 2025, and multiple amendments have been issued to address contractor questions and include additional permit documentation.
This procurement does not utilize any set-aside designation and is an unrestricted solicitation open to all qualified contractors. Based on the bid abstract, H&L Contracting LLC submitted offers for the project, with a total base bid amount of $3,754,150.00 for all contract line items including mobilization/demobilization and the dredging work. The estimated contract value ranges between $1,000,000 and $5,000,000, with liquidated damages of $2,722 per calendar day of delay assessed for performance failures. The work is scheduled to be performed between October 2025 and January 2026, with a total performance window of 55 calendar days, though dredging is prohibited from January 1 through September 30 due to environmental restrictions protecting fish spawning seasons. The contract includes three line items covering mobilization/demobilization, dredging and placement at Smith Point County Park (15,175 cubic yards), and dredging and placement at Cupsogue Beach County Park (13,600 cubic yards), with work locations situated 1.25 to 4.5 miles from the dredging areas in Moriches, New York.
Notice text
The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Long Island Intracoastal Waterway (LIIW) Federal Navigation Project at Bellport Bay and Moriches Bay. The proposed maintenance dredging would remove approximately 30,000 cubic yards (CY) of sand with placement along the shoreline of Cupsogue Beach County Park and/or Smith Point County Park, subject to availability of funds. The placement areas are approximately 1.25 to 4.5 miles from the dredging area. Dredging would be required to a depth of -6 feet Mean Lower Low Water (MLLW) plus 2 feet allowable overdepth. The dredged material consists primarily of sand.
The purpose of the proposed work is to alleviate the effects of shoaling and maintain the authorized project dimensions, thereby providing safe and economical use of LIIW by the U.S. Coast Guard and navigational boating interests while providing future beneficial use of the dredged material as shoreline stabilization for Cupsogue Beach County Park and/or Smith Point County Park.
Based on past dredging cycles, it is anticipated that the proposed work will be performed by utilizing a hydraulic cutterhead dredge. Additionally, multiple barges, tugboats, pipeline and land based equipment such as bulldozers, will be needed to perform the work during the dredging or placement activities. The dredging and placement along the shoreline would be required to meet all federal, state, and local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located.
Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed and maintain an integrated production rate of at least 2,000 cubic yards per calendar day for the dredging and placement of the dredged sand. The presence of dredging equipment in the channel will impact vessel traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact.
The work is estimated to cost between $1,000,000 and $5,000,000. It is the intention of the government to award in end of August 2025 and the proposed work is anticipated to take place between October 2025 and January 2026.
Liquidated Damages of $2,722.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete.
This is an unrestricted procurement.
