Place of performance is Newark, New Jersey. The contract is firm fixed-price per cubic yard. Award will be made to the responsible and responsive bidder offering the lowest total price for all contract line items, with HUBZone price evaluation preference applied at 10 percent. The estimated project value ranges between $25 million and $100 million. Bid guarantees of 20 percent of bid price or $3 million, whichever is less, are required.
