About this opportunity
The Bureau of Land Management Oregon-Washington Region seeks maintenance and repair of five Utility Terrain Vehicles (four 2015 Polaris Ranger 900 XP and one 2018 Polaris RZR 900), with quotations due September 16 at 2:00 PM PDT. Amendment 0002, effective September 14, removed the Total Small Business set-aside; the procurement is now open to all responsible offerors.
Place of performance is the contractor's facility within thirty miles of the BLM Vale District Office in Vale, Oregon. The contract runs September 28 through December 28, 2026. Of the five vehicles, only two are currently operational; the Government handles transportation to and from the contractor's location.
The Statement of Work specifies component replacements including batteries, axles, A-arms, clutches, steering racks, propeller shafts, and differentials; radiator cleaning; tire replacement with 8-ply Polaris-approved tires; and all manufacturer-specified maintenance. All work must comply with OEM guidance and meet workmanship standards for cleanliness, weld quality, fastener specifications, and dissimilar metal contact prevention. The contractor warrants all services and delivers vehicles free from defects; final inspection occurs at the contractor's facility with photographic evidence of completion.
Service Contract Labor Standards apply. Automotive workers are classified at $20.19 per hour with mandatory fringe benefits including health and welfare coverage and paid leave per the wage determination (No. 2015-5589, Revision 32, effective August 12, 2026).
Quotations must be submitted on Standard Form 18 with lump-sum pricing, a cover letter with company information and a 60-day validity statement, and responses to past performance questions. Two volumes are required: Volume I (pricing) and Volume II (technical methodology). Evaluation considers technical capability, price, and past performance. Inquiries were due August 26. The contracting officer is Addison Page at addison_page@ios.doi.gov. NAICS 811121; PSC J025.
