The building is on the National Register of Historic Places. Work must maintain uninterrupted cooling to the mission-critical LAN room at 60–70°F and 40–55% humidity throughout all phases, with N+1 redundancy in temporary cooling systems. All workers must be U.S. citizens with prior vetting and approval by Treasury's Office of Special Programs. Work hours are 7:00 AM to 3:30 PM Monday–Friday, excluding federal holidays. No contractor parking is available on-site; government-provided security escorts are required.

The period of performance is 365 calendar days from notice to proceed, with work commencement required within one calendar day of award. Davis-Bacon prevailing wage rates apply per General Decision Number DC20260002, with hourly rates ranging from $11.67 to $59.50 depending on trade classification, plus fringe benefits and paid sick leave per Executive Orders 13706 and 13658.
