2032H326R00018 CRAC Vault 4 & 5

1. Please clarify the security escort requirements for contractor personnel performing work within the secure/SCIF areas. Please confirm whether escorts will be provided by the Government, the required escort-to-contractor personnel ratio, if applicable, and whether there are limitations on the number of contractor personnel permitted to work under a single escort.

All workers assigned to this project must be U.S. citizens. The Government will provide escorts for work performed within the secure space. There is no limit on the number of workers permitted in the space, provided occupancy remains within the physical capacity and safety constraints of the work area.

2. The drawings require CRAC replacement sequencing to always maintain cooling. Based on existing conditions observed during the site visit, please confirm whether the existing chilled-water system can be isolated at each individual CRAC to allow replacement while maintaining cooling to the remaining units. If individual isolation cannot be achieved and a chilled-water system outage is required, please confirm whether the Contractor is responsible for providing temporary cooling and identify the temperature and humidity conditions required to be maintained during the outage.

Each unit can be individually isolated.

3. The SOW requires furnishing and installing ten (10) new 2' x 2' underfloor diffusers equal to the building standard. Please provide the manufacturer and model number of the existing building-standard perforated floor tile/diffuser.

4. The solicitation permits submission of up to three (3) recent and relevant projects on the Corporate Experience Worksheet. Please confirm whether the Offeror may submit the experience of a key subcontractor as one of the three (3) projects and whether that experience will be considered in the Government's evaluation of Corporate Experience.

No. The Offeror may not submit the experience of a critical or key subcontractor as one of the required projects. The projects submitted must demonstrate the Offeror's own corporate experience, not the experience of its subcontractors.

5. The SOW requires integration of the new CRAC units with the existing Siemens control system, including graphics, programming, wiring, startup and commissioning. Please confirm whether the Contractor is responsible for all BAS integration work and whether Treasury has a required/designated Siemens controls contractor that must be utilized for modifications to the existing BMS.

That is correct. Treasury does have a POC to work with at Siemens, who also provides the monthly preventative maintenance on the BAS, and will be shared upon award of contract.
