2032H326R00019 Questions:

1. Please confirm the low-voltage/telecommunications scope for the MT Room 1125 Renovation. The drawings reference telecommunications work, existing electrical/data floor boxes to be relocated, communication outlets, and SCIF-specific cabling/grounding requirements, but we do not see a dedicated Division 27 structured-cabling specification or a detailed telecom plan. Please confirm whether the low-voltage subcontractor is responsible for furnishing, installing, terminating, testing, and reconnecting any new or relocated data/telecom cabling, or whether Treasury/CIO/security will perform this work under a separate Government vendor.

Six pairs (electrical and data) of floor boxes will be relocated.

2. Dumpster / Construction Debris Location Please confirm where the contractor will be permitted to place a dumpster or debris container for the demolition and renovation work. If dumpsters are not permitted at the Main Treasury site, please provide the required procedure and designated location/method for removing demolition debris from the building. The RFP requires public areas to remain free of construction debris, limits storage areas, and states that use of premises/storage space must be coordinated with the COR, but it does not identify a dumpster location.

A dumpster is permitted in the Main Treasury moat.

3. Clarification of Partition Demolition Discussed at Site Visit During the site visit, additional partition demolition was discussed. Please confirm specifically which partitions/walls are required to be demolished beyond those currently identified on Drawing AD-101. Please provide a revised demolition plan or marked-up drawing identifying all partitions to be removed so all bidders are pricing the same scope. The current demolition plan identifies specific walls/door assemblies for removal and otherwise directs existing walls to remain.

The scope of work is drawing AD-101 only.

4. Raised Access Floor Heights / Existing Conditions During the site visit, the raised access floor was observed to vary significantly in height, with approximately 18 inches at the lower areas and approximately 32 inches in the data/equipment-room area. Please confirm these conditions and clarify whether the contractor is expected to modify, replace, or provide new pedestals/supports where existing access-floor heights vary. Also confirm whether existing panels and pedestal systems are to be reused wherever possible. The drawings require existing conditions to be field verified and provide details for cutting, adjusting and supporting the raised floor.

Since we are not changing the finished floor height, we don’t need to change the pedestals. Existing panels and pedestals should be cleaned as needed and reused.

5. Existing Walls Below Raised Floor Please confirm whether the contractor is required to open the raised-floor system and verify all existing secure-space perimeter walls to determine whether they extend to the structural slab, or only the walls specifically indicated around Conference Room 1505D. If existing walls do not extend to the structural slab, please confirm that the contractor is to provide the additional STC-50 framing, GWB, plywood, insulation and acoustic sealing shown on Drawing A-302.

The perimeter walls meet the STC-50 criteria. Thus, only Conference Room 1505D needs to comply with the STC-50/Level 4 criteria, so the walls must extend from deck to deck

6. Fire Alarm and Sprinkler Shutdown Requirements During the site visit, shutdown of the fire alarm and sprinkler/fire suppression systems was discussed. Please confirm which portions of the work will require Government-approved system outages and whether Treasury or the contractor is responsible for shutting down and restoring these systems. Please also confirm whether there are Government fees, overtime charges or required Government personnel associated with these outages.

Treasury is responsible for putting the fire alarm and sprinkler on by-pass at the fire alarm panel when the contractor performs this work. This work will be coordinated with the contractor ahead of time. There are no government fees for this.

7. The RFP states that building outage requests must be submitted through the COR at least 14 working days in advance, and possibly earlier depending on the affected area.

14 calendar days in advance is correct.

8. ACT Ceiling – Fire Alarm/Sprinkler Device Removal and Reinstallation The drawings require removal and replacement of existing ACT/grid while fire alarm, fire suppression, lighting and other ceiling-mounted components generally remain. Please confirm whether the fire alarm and sprinkler subcontractors are required to temporarily disconnect/remove and reinstall their devices to facilitate ACT/grid replacement, or whether Government personnel will handle any required system disconnection/reconnection. The new-work plan requires reinstalled fire suppression and fire alarm equipment to be fully functional after ceiling work.

The new ceiling is a replacement in kind; thus, the fire alarm devices and sprinkler heads remain where they were as long as they are code compliant.

9. Protection Versus Relocation of Sprinkler Heads Please confirm whether existing sprinkler heads are to remain in their current locations after installation of the new ACT/grid, or whether any sprinkler-head relocations/extensions are anticipated to accommodate the new ceiling configuration.

The new ceiling is a replacement in kind; thus, the sprinkler heads remain where they were as long as they are code compliant.

10. Fire Alarm Device Relocation Please identify any fire alarm devices that must be relocated due to new doors, wall modifications, ACT replacement or secure-space requirements. The electrical demolition drawing identifies an existing fire alarm signal device to remain, but the extent of any required relocation is not clear.

No modifications for fire alarm devices are required.

11. Mechanical Units Observed During Site Visit Multiple mechanical units were observed within/adjacent to the project area during the site visit. Please confirm that the mechanical demolition and replacement scope is limited to the CRAC/FCU equipment specifically identified on Drawings M-101 and M-102, and identify any additional units discussed during the walkthrough that are to be removed, relocated, cleaned, remediated or replaced. M-101 specifically calls for removal of identified CRAC units, FCUs, piping, ductwork, supports and controls.

Scope is limited to what is specified in the drawings.

12. Mechanical Equipment Outside the Immediate Renovation Area Please confirm whether any mechanical units located outside Suite 1125 but serving the renovated space are included in the contractor's scope. If so, please identify those units and associated electrical, controls, piping and ductwork modifications.

Scope is limited to what is specified in the drawings.

13. STC-50 Door 1507 – Rigging / Installation Access Drawing A-504 indicates the STC-50 door weighs approximately 10 lb/SF, making the door leaf substantially heavier than a typical hollow-metal door. Please confirm the approved material-delivery path, freight elevator/loading route, and any limitations on equipment that may be used to transport and install the specialty door assembly inside the historic building. The drawings recommend use of a certified commercial contractor for the STC-50 door installation.

The weight of the door is not an issued to get into the building or using the freight elevator.

14. Door Opening 1507 – Complete Frame Removal Please confirm that the existing door leaf and frame at Opening 1507 are to be completely removed, the opening enlarged, and new heavy-gauge jamb/header framing installed as detailed on A-301 prior to installation of the new STC-50/RF-ready assembly.

Yes, in addition, a temporary door approved by Treasury Physical Security must secure the space while waiting for the new door

15. Door 1505D Existing Assembly Please confirm whether the existing Door 1505D is definitively to be removed and replaced, or whether the contractor must first test/verify the existing assembly and only replace it if it fails to meet STC-50/Sound Group 4 requirements. The demolition notes appear to condition replacement on whether the existing assembly meets the required criteria.

Test the door. If it does not meet the STC-50/Level 4 criteria, remove and replace.

16. Building Insulation / STC Wall Extent Please confirm the exact extent of new Rockwool/mineral-wool acoustic insulation required. Should insulation be provided only at newly constructed/modified STC walls, or are existing walls within the secure perimeter also required to be opened and upgraded if field investigation finds insufficient insulation?

Since this building has always housed secure rooms, we are working under the assumption that the perimeter walls meet the STC-50 criteria. So, the insulation should only be provided for new and for modified walls

17. Hazardous Materials vs. Mold Remediation Scope The RFP states the project includes hazardous-material abatement, while the drawings contain a specific Mold Remediation and Environmental Restoration SOW for the CRAC units. Please confirm whether any asbestos, lead or other hazardous-material abatement is currently known and included in the base contract, or whether the contractor should carry only the identified mold/microbial remediation scope unless additional hazardous materials are discovered. The drawing general notes separately state that investigation/remediation of hazardous materials encountered in the project area is not part of those construction documents, so clarification is needed to avoid conflicting pricing assumptions.

This remediation is for mold. There are no hazardous materials.

18. Please confirm whether the CRAC unit mold remediation and environmental restoration scope described on Sheets G-004/G-005 is included within the base firm-fixed-price contract described in the SOW, or whether it is priced/authorized as a separate line item.

Yes, the mold remediation and environmental restoration is to be included in the base firm fixed price.

19. Section 2 (Industrial Hygiene Oversight and Clearance) states the Certified Industrial Hygienist (CIH) is "retained by the Government or approved by the Contracting Officer." Please confirm definitively whether the CIH will be Government-furnished or Contractor-furnished (subject to CO approval) and provide the CIH's contact information or the approval process/timeline.

The Certified Industrial Hygienist is retained by contractor bidding this work.

20. Does the Main Treasury Building provide any on-site parking for contractors? The SOW states no parking is available at the Annex Building — please confirm whether this applies to the Main Treasury complex as well and identify any approved contractor parking/staging location.

There is no contractor parking on site at either the Main Treasury Building or the Annex Building.

21. Beyond the identified Aspergillus/Penicillium mold contamination, are there other hazardous materials (e.g., asbestos, lead-based paint) anticipated within the CRAC units, underfloor plenum, or adjacent finishes that we should account for prior to demolition/remediation?

This remediation is for mold. There are no hazardous materials.

22. The Section 1 scope boundary for mold remediation is limited to specific CRAC-adjacent spaces, extending up to 50 linear feet from the affected units. If mold-affected floor coverings or subfloor material are observed outside this defined boundary, does Section 6 (Differing Site Conditions) apply — i.e., stop work in that area and notify the CO — or should such conditions be addressed under the base SOW's general refurbishment scope (paint/carpet)?

The scope of work is - The Section 1 scope boundary for mold remediation is limited to specific CRAC-adjacent spaces, extending up to 50 linear feet from the affected units. If any hidden condition is found just Differing Site Conditions apply per the SOW.

23. Section 15 requires replacement insulation to "meet or exceed original specifications" for HVAC applications. Please provide the original insulation specification (manufacturer, type, R-value/thickness) so replacement material can be properly matched and priced.

It is standard insulation. This will be addressed in the submittal process.

24. To what extent is the SCIF upgrade in each room? Plan A-101 ‘Note 10’ is located only in the VTC Conference Room 1505-D. Are there any other rooms to receive the ICD-705 SCIF Wall Upgrades?

The perimeter walls meet the STC-50 criteria. Thus, only Conference Room 1505D needs to comply with the STC-50/Level 4 criteria, so the walls must extend from deck to deck.

25. Are all existing walls in the space already ICD-705 RF rated (except the wall noted above at VTC conference)?

The perimeter walls meet the STC-50 criteria. Thus, only Conference Room 1505D needs to comply with the STC-50/Level 4 criteria, so the walls must extend from deck to deck.

26. At areas to receive RF Foil at the existing roof deck, we would need all MEP items above (ducts, units, electrical, plumbing, etc.) to be dropped in order to thoroughly apply the RF Foil. If the MEP equipment is to remain in place, it will not be possible to add the foil properly. Please advise if this aligns with the scope.

There is sufficient room to install the RF Foil at the existing roof deck without lowering the MEP items.

27. Please confirm if bid bond is required with bid submission.

Yes.

28. The evaluation states that the offeror shall submit corporate experience within past 5 years and past performance in the past 3 years. Would the Government accept changing the 3 years to 5 years for past performance to match?

No.

29. Please clarify if we are supposed to submit the same projects for corporate experience and past performance.

Yes, it can be.

30. What positions are required to submit on Attachment 1 Staffing Plan?

Project Manager, Project Superintendent and SSHO.

31. Can any positions dual hat? Such as can the Superintendent also be the QCM / SSHO?
