Please note one administrative detail below to offerors intending to submit proposals on this solicitation. The deadline for the DOL VETS-4212 Report is expected to precede the closing date of the solicitation:
4. SUBMISSION CONTENT AND FORMAT OF PROPOSALS
a. ADMINISTRATIVE REQUIREMENTS (Volume 1) - Failure of an offeror to address any item listed may make the proposal unacceptable and may result in its not being considered for award....
• VETS-4212 REPORT (Item 4)
The Veterans' Employment and Training Service (VETS or the Agency) revised the regulations implementing the reporting requirements under the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended (VEVRAA). Generally, VEVRAA requires Federal contractors and subcontractors to annually report on the total number of their employees who belong to the categories of veterans protected under VEVRAA, and the total number of those protected veterans who were hired during the period covered by the report. This revises the regulations that prescribe the reporting requirements applicable to Government contracts and subcontracts of $100,000 or more entered into or modified after December 1, 2003, by changing the manner in which Federal contractors report on their employment of veterans, renaming the annual report required under those regulations the Federal Contractor Veterans' Employment Report VETS-4212. Further, the revised regulations address the definitions of terms used in the regulations, the text of the reporting requirements clause included in Government contracts and subcontracts, and the methods of filing the annual report on veterans' employment. Contractors and subcontractors will have to comply with the reporting requirements beginning with the annual report filed in 2015 as provided through the following website: http://www.dol.gov/vets/vets4212.htm.
The filing season for the VETS-4212 has started on August 1, 2015 and ends on September 30, 2015.
The offeror shall submit proof of completion of a VETS-4212 Report.

Those currently submitting data in AutoStandards must understand that only one award per SIN can be made per vendor and that GSA requires both make and model for each submission under each SIN. The offeror must determine the best use of its resources in submitting multiple offers under any one SIN, with the understanding that of multiple offers under any SIN can at best lead to an award of only one make/model of the choices offered to GSA.
The Closing Date for the AutoStandards participation is August 24, 2015; The General Services Administration's Automotive Acquisition Support Center invites firms interested in submitting offers under the Government's upcoming 2016 model year solicitation for buses (School, Shuttle, Adult Work, Inter City Commuter Coach, and Over the Road Touring Coach) to participate in the 2016 Federal Bus Standards 833K process.
Additionally, those who intend to submit offers on this procurement must secure an AutoBid account. Please review the attachment and submit requested information as soon as possible to facilitate access to an account if you currently do not have one established.

The General Services Administration's Automotive Acquisition Support Center invites firms interested in submitting offers under the Government's upcoming 2016 model year solicitation for buses (School, Shuttle, Adult Work, Inter City Commuter Coach, and Over the Road Touring Coach) to participate in the 2016 Federal Bus Standards 833K process beginning May 13, 2015 and closing May 26, 2015. This process, conducted via GSA's AutoStandards web application, assists GSA Automotive to develop the Government's technical requirements for these motor vehicles.

The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA Automotive purchases over $1 billion of an estimated 40,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. These vehicle purchases are governed by Federal Vehicle Standards, which are amended as necessary every year by GSA Engineering personnel.
The AutoStandards process engages interested parties to provide technical data for vehicles to be potentially offered to the Government in response to the forthcoming solicitation and to assist in development of the Federal Vehicle Standards for the current model year. GSA highly encourages all vendors seeking to offer under GSA Automotive's solicitation to take active interest and participate in the AutoStandards process.
Interested parties should send an email to automotiveedi.partnerships@gsa.gov to obtain required user names and passwords to the AutoStandards point of entry by providing the following:
