The purpose of this amendment to the solicitation cited above in Block 9A, is as indicated herein: Page 2 of 2 shows the specific changes related to this solicitation through this amendment. Note the revised receipt date and time for offers is extended to Friday, October 30, 2015 2 pm ET.

4. c. Submission of AutoBid Report, reflecting required information in Attachment A, will be sufficient for the requirement for pricing submission in Volume 3.
· Questions & Answers
Question #1: [Regarding] f. The Government reserves the right to evaluate offers and award a contract without discussion. Therefore, the initial offer should contain the offeror’s best terms from both a price and technical standpoint.
h. Final award prices (including options) will remain in effect and unchanged during the entire base contract period. An economic price adjustment provision is included in the solicitation and will be utilized if the Government elects to exercise the Option to Extend Period available under the contract.
I understand that you are requesting our best terms however the language appears to leave open the possibility of a request for a Best and Final Offer. Is there a possibility that offerors will be requested to offer a Best and Final Offer for unit and options pricing?
Answer #1: There is no guarantee that a Final Proposal Revision will be requested from offerors. Therefore, this caveat has been added to warn offerors to offer the best pricing for models and optional equipment up front, as a second round of revised pricing may not be requested by the Contracting Officer.
Question #2: After submittal, on options we identify as Not Available, can we change our offer to include that option if we determine we are able to do so?
Answer #2: Contractors will not be allowed to add options after the bidding since that would provide an unfair advantage with the ability to see the other contractors’ prices. Optional equipment original selected as Not Available, however, could be bid anew on the following option period. Also, if awarded optional equipment becomes unavailable to the contractor during the contract period of performance, this option can be turned to Not Available, but cannot be turned back on as available during that base or option period.
· Due to a number of potential offerors requesting additional time to complete offers, the due date for offers is extended to Friday, October 30, 2015 at 2 pm ET.
