The Medicaid and CHIP Payment and Access Commission (MACPAC) seeks proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract for computing and data analysis services using the Transformed Medicaid Statistical Information System (T-MSIS) and other federal administrative datasets, with proposals due June 30, 2026 and questions due June 5 at 5:00 PM Eastern Time.

The contractor must secure, clean, maintain, and analyze administrative data to support MACPAC's statutory obligations. Required capabilities include documented procedures for data transfer, storage, and maintenance compliant with federal security standards; a sufficient pool of statistical programmers available on an as-needed basis with surge capacity; extensive staff knowledge of administrative data useful in MACPAC analyses; and expertise in multiple programming languages including SQL, SAS, STATA, and Python. The contractor will manage approximately 32 to 34 terabytes of monthly T-MSIS data and must provide access to at least two software platforms with analytic capabilities supporting up to 20 designated users.

The base contract period runs October 1, 2026 through September 30, 2031, with five optional one-year renewal periods through September 30, 2036. Individual task orders shall not exceed one year. MACPAC anticipates approximately eight task orders per year, averaging approximately $82,000 per task order under the existing contract. No maximum ceiling has been established for total IDIQ awards, subject to federal appropriation availability.

Technical proposals (not exceeding 80 pages) and business proposals shall be submitted separately. Offerors must propose fixed monthly fees for data management and storage with no annual escalation across the entire contractual period, and fully-burdened hourly labor rates for data analysis services for the base period. Two past performance questionnaires from current or previous clients must be submitted by the same deadline. Evaluation weighs data management and security standards at 20 points, mock task proposals at 20 points, qualifications and staff sufficiency at 15 points, past performance at 15 points, soundness and acceptability of pricing at 10 points, understanding of MACPAC's needs at 10 points, and management plan at 10 points.

All contractor-provided materials must meet FISMA Moderate security standards minimum. Contractors must maintain liability insurance of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 for property damage, and register in SAM. AI system usage requires MACPAC notification and approval with data segregation requirements.

MACPAC will select a contractor capable of securing, cleaning, maintaining, and analyzing a broad array of administrative data as needed to conduct the activities and analyses needed to meet MACPAC’s statutory obligations. MACPAC will select a contractor that documents, among other requirements:

  • procedures designed to conduct the transfer, storage, and maintenance of administrative data compliant with federal security standards and practices;
  • a sufficient pool and mix of statistical programmers available on an as-needed basis to perform the necessary work, including surge capacity during peak periods;
  • extensive staff knowledge and use of administrative data that could be useful in MACPAC analyses; and
  • staff knowledge and expertise in multiple programming languages, including, but not limited to, SQL, SAS, STATA, Python and/or other programming languages, including expertise manipulating and merging large, complex datasets.

Offerors are responsible for monitoring https://sam.gov/ for release of any amendments or other information pertaining to this solicitation. Questions regarding the RFP must be submitted no later than June 5 at 5:00 PM Eastern Time through an online form specified in the RFP. Responses will be posted on https://sam.gov/ no later than June 10. The solicitation due date is June 30. Separate technical and business proposals shall be submitted according to the instructions in the RFP by that time. Late proposals will not be accepted. Prospective contractors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract or agreement.
