About this opportunity

The US Probation Office Northern District of California, under the Administrative Office of the U.S. Courts, is seeking wireless services for fiscal year 2026 (October 2025 through September 2026) with potential for future years. The procurement covers comprehensive mobile communication services for 75-80 Apple iPhones, approximately 20 personal hot spot devices, 25-30 Apple smartwatches, and 75-80 mobile phone enabled hot spot services that would ideally be billed only for usage. Service coverage must be reliable throughout the San Francisco Bay Area and northern coastal California, specifically including San Francisco, Oakland, San Jose, McKinleyville, and surrounding cities. Vendors must address critical transition requirements including device portability from current carriers, costs for new devices if required, trade-in program availability, and detailed transition processes with timeframes. Proposals must be submitted to Tony Castro, Budget Manager/Contracting Officer, via email by September 1, 2025 at 10:00 AM.

This procurement does not utilize any set-aside designations and is structured as a small purchase procurement. No incumbent contractors or current service providers are identified in the solicitation materials. The contract will support between 170-190 total devices and services across multiple categories, representing a significant mobile communication infrastructure for the probation office's operations. The solicitation emphasizes the need for seamless carrier transition capabilities and comprehensive coverage across the specified northern California geographic regions. Award values and specific budget ranges are not disclosed in the pre-solicitation notice, though the scope suggests a substantial annual wireless services contract given the device quantities and geographic coverage requirements.
