About this opportunity
The Massachusetts Army National Guard, under the Department of the Army National Guard, is soliciting proposals for inventory management and stock replenishment services for shop consumable parts across nine maintenance facilities. The contractor will be responsible for conducting initial inventory assessments at each location and providing ongoing bench stock fulfillment on an as-needed basis, supplying approximately 350+ consumable items including electrical components, fasteners, hydraulic fittings, abrasives, chemicals, welding supplies, and miscellaneous maintenance parts. Key contract requirements include maintaining a public-facing website displaying all products with part numbers, specifications, and photographs; providing competitive market pricing; delivering replacement inventory within 30 days of order; and ensuring response capability within ten business days to any of the nine Massachusetts facilities. The government will evaluate proposals based on three primary factors: the cost of initial and follow-up inventory visits charged by location; competitive pricing of parts with a complete parts list submission; and coverage capability with direct technical support availability. Proposals are due by April 3, 2026, though an earlier deadline of March 13, 2026, at 5:00 PM EST applies for initial quotation submissions to Marc Kerrigan and Melissa Melcher.
This procurement is set aside as a total small business contract, specifically designated as a Women-Owned Small Business (WOSB) 100 percent set-aside under NAICS code 441330. The contract period runs for one 12-month base year from May 1, 2026, through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031, for a potential five-year service period. Services will be performed across seven Surface Equipment Maintenance Facilities located in Westfield, Worcester, Reading, Brockton, Framingham, Devens, and Joint Base Cape Cod, plus two Army Aviation Support Facilities at Joint Base Cape Cod and Westfield, all within Massachusetts. The contract is structured with firm fixed pricing for two line items per period: initial inventory services at each location and bench stock fulfillment orders, with separate pricing quotes required for each of the nine facilities to ensure transparency. No specific budget range is disclosed in the solicitation documents, though the government will reimburse the contractor separately for inventory assessment visits and for parts and labor associated with restocking replenishment bins.
