About this file

This is a Performance Work Statement (PWS) for consumable bench stock inventory management and replenishment services at nine Massachusetts Army National Guard (MAARNG) maintenance facilities. The contractor shall provide inventory management and stock replenishment for low-cost, high-use consumable items including hardware, fasteners, electronic components, tubing, hoses, welding rods, sandpaper, gasket material, oils, grease, and repair kits at seven Surface Equipment Maintenance Facilities (SEMFs) located in Westfield, Worcester, Reading, Brockton, Framingham, Devens, and Joint Base Cape Cod, and two Army Aviation Support Facilities (AASFs) at Joint Base Cape Cod and Westfield. The contract period runs for one 12-month base year (May 1, 2026 – April 31, 2027) with four optional 12-month renewal years. The contractor must furnish all personnel, equipment, supplies, facilities, transportation, tools, and materials necessary to perform services, with work conducted on-site Monday through Friday between 0700 and 1600 hours except on federal holidays and government facility closures.

The PWS contains two primary task CLINs: CLIN 0001 requires an initial inventory at each location with recommendations for restocking, and CLIN 0002 involves ongoing bench stock fulfillment on an as-needed basis dictated by facility supervisors. The contractor must deliver replacement bench stock within 30 days of delivery and maintain a quality control program subject to government oversight. All deliverables must include a summary of work performed, parts list, labor hours and rates, material costs, and transportation expenses. Key personnel include a contract manager available during business hours who must be designated in writing. The contractor requires base access to MAARNG facilities and must provide ten days' notice before arriving on-site. Performance standards require zero deviation from contract requirements for both inventory and fulfillment tasks, with monthly performance assessments conducted by the Contracting Officer based on Contracting Officer Representative reports.

PERFORMANCE WORK STATEMENT (PWS)

Consumable Bench Stock Inventory Management and Replenishment BPA Part 1 General Information

1. GENERAL: This is a non-personal services contract to provide inventory management and stock replenishment for shop consumable parts, as identified, located at seven Massachusetts Army National Guard (MAARNG) Surface Equipment Maintenance Facilities (SEMF) located in Westfield, Worcester, Reading, Brockton, Framingham, Devens, and Joint Base Cape Cod (JBCC) sites; and two MAARNG Army Aviation Support Facilities (AASF) located at JBCC and Westfield. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform inventory management and consumable parts replenishment as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. At time of award and throughout the duration of this contract, the Contractor shall assure that Contractor personnel completely understand the requirements of this PWS. Service technicians should have a sound mechanical aptitude, ability, and an extensive working knowledge of managing inventory, replenishing consumable bench stock, projecting consumption rates, and providing stock for a wide variety of consumable parts. A sample parts listing is attached to this PWS which is not all-inclusive but is representative of the types of products to be supplied to the facilities.

1.2 Background: Massachusetts Army National Guard Directorate of Logistics Surface Maintenance Office (MAARNG DOL SMMO) Surface Equipment Maintenance Facilities (SEMFs) and Army Aviation Support Facilities (AASFs) each internally manage, inventory, and restock their respective shop consumables (bench stock). Bench stocks are low-cost, high-use, consumable items used by maintenance personnel at an unpredictable rate. Ordering these items through MILSTRIP, DLA, or other conventional means has recently proven challenging as there is not a detailed repository of NIINs that can be used to replenish all necessary consumable stockages. As such, it has become increasingly difficult for each individual facility to manage these stockages and order the appropriate replacement through conventional means.

1.3 Objectives: Provide customizable and specific management of consumable inventory for each of the surface and aviation maintenance facilities. Coordinate with the COR and end user to restock consumable bench stock items in accordance with their needs. Provide facilities with the ability to procure new consumable items not previously stocked, and applicable storage options where necessary.

1.4 Scope: Bench stocks are low-cost, high-use, consumable supply classes II (equipment), III P (packaged petroleum, oils, and lubricants), IV (construction materials), and IX (repair parts) items (less components) used by maintenance personnel at an unpredictable rate. Bench stocks may include, but not limited to: common hardware, nuts, bolts, washers, capacitors, wire, tubing, hoses, ropes, webbing, thread, welding rods, sandpaper, gasket material, sheet metal, seals, oils, grease, and repair kits. Services include inventory management and replenishment of bench stock items, as identified in attachment 1 of the contract, located at MAARNG SMMO Westfield, Worcester, Reading, Brockton, Framingham, Devens, and Joint Base Cape Cod sites and AASF Buzzards Bay and Westfield sites. For coverage purposes, this PWS will cover all consumable bench stock items as a broad category as defined in AR 710-2 and in this PWS in paragraph 1.2 Background. As each facility differs in size, scope, types of bench stock needed, and mission set, each facility will require different parameters for how their inventory will be managed. For example, smaller shops generally use less bench stock than larger shops, and facilities that support heavier equipment will require different types of consumable items to support the unique equipment. Regarding AASF bench stock, these consumable items are only to be used for ground equipment used by the AASF and in support of aviation units. Aviation-specific parts and consumable items for aircraft are outside the scope of this contract.

1.5 Period of Performance:

The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year: 1 May 2026 – 31 April 2027 Option Year I: 1 May 2027 – 31 April 2028 Option Year II: 1 May 2028 – 31 April 2029 Option Year III: 1 May 2029 – 31 April 2030 Option Year IV: 1 May 2030 – 31 April 2031
