About this file

This is a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) to provide inventory management and stock replenishment services for shop consumable parts across nine Massachusetts Army National Guard facilities. The Massachusetts Army National Guard seeks a single contractor to manage initial inventory assessments and ongoing bench stock fulfillment at seven Surface Equipment Maintenance Facilities (SEMF) located in Brockton, Devens, Framingham, Joint Base Cape Cod, Reading, Westfield, and Worcester, and two Army Aviation Support Facilities (AASF) located at Joint Base Cape Cod and Westfield. The contractor will conduct site visits to evaluate current stock levels, provide recommendations for fulfillment, and supply parts on an as-needed basis as directed by the Supply and Maintenance Management Officer (SMMO). The anticipated period of performance runs from May 1, 2026, through April 31, 2031.

Award will be made on a best value basis to a single responsible offeror. Evaluation will be based on three primary factors: cost of initial and follow-up inventory visits (charged by location, not hourly); competitive pricing of parts with a complete parts list provided and a public-facing website displaying part numbers, specifications, and photographs; and coverage capability across Massachusetts with response within ten business days and direct technical support availability. All interested offerors must be registered in the System for Award Management (SAM) database. Quotations must be submitted to Marc Kerrigan and Melissa Melcher at marc.j.kerrigan.civ@army.mil and melissa.l.melcher2.civ@army.mil no later than March 13, 2026, at 5:00 PM EST. Offerors located outside Massachusetts must describe their service delivery approach for operations within the state. This procurement is being conducted as full and open competition under Federal Acquisition Regulation requirements for commercial services.
