About this file

This is a Questions and Answers document for solicitation W912SV26QA006, updated March 9, 2026, addressing contractor responsibilities and pricing structure for inventory management and consumables fulfillment services at Massachusetts Army National Guard facilities.

The document clarifies that the contractor is responsible for acquiring bench stock inventory after initial and periodic evaluations are completed. The government will reimburse the contractor through two separate billing mechanisms: a fixed cost for conducting the inventory assessment at each maintenance facility, and a separate quote for restocking that includes both the cost of bench stock items and labor charges to replenish bins. CLIN 0001 covers the initial inventory visit and is priced as a firm fixed price per location based on the contractor's cost to conduct the inventory and provide fulfillment recommendations. CLIN 0002 is evaluated based on the contractor's pricing for an example parts list provided as part of the bid submission. The government emphasizes that each of the nine locations (seven Surface Equipment Maintenance Facilities and two Army Aviation Support Facilities) will be treated and quoted separately for fulfillment orders to ensure transparency. Bin locations vary significantly across facilities, with the largest facility containing several hundred bin locations and smaller facilities containing 100 or fewer. Follow-up inventory visits and replenishment quotes are expected to be priced separately by location rather than included in overall annual fulfillment pricing.

Q & A Document

Updated: 09MAR2026

Question 1 For the contemplated contract resulting from solicitation no. W912SV26QA006 who is responsible for acquiring the inventory after initial and periodic evaluations of bench stock have been completed? If it is the contractor, how will the government pay/reimburse the contractor for bench stock acquisition?

Answer 1 After the initial and subsequent inventories, the contractor will provide a quote to restock the bench stock at each maintenance facility. These will be billed separately, meaning there should be a fixed cost to conduct the inventory, and then a separate quote to order the bench stock. The second quote would include the cost of the bench stock itself as well as labor charges to restock the bins. The contractor will be responsible for ordering the items as well as restocking the bins.

Question 2 How many line items are currently inventoried at each location? What is the number of bins and/or inventory locations are at each location?

Answer 2 The number of bins varies at each maintenance facility. Our largest facility has several hundred bin locations where the smaller facilities may have 100 or less.

Question 3 (Consolidated) Could you please clarify the following:

1. Should CLIN 0002 be priced as an estimated fixed annual amount at time of quote submission, even though actual replenishment quantities are unknown until after inventory is completed?

1. Or is CLIN 0002 intended to function as a fulfillment/order line, where actual pricing is established later through location-specific quotes after the initial inventory and any follow-on inventories?

1. If CLIN 0002 is to be priced at time of quote submission, should offerors provide pricing based on the example parts list, a discount/markup structure, unit pricing, or some other pricing methodology?

1. Since the PWS references BPA calls for initial inventory and location-specific quotes for fulfillment, how should offerors structure pricing on the SF1449 where CLIN 0001 and CLIN 0002 are each shown as Firm Fixed Price, 1 Job?

1. Should follow-up visits to re-inventory stock and generate replenishment quotes be priced separately by location, or should those costs be included within CLIN 0002 fulfillment pricing?

1. When the PWS states that only one quote will be provided for each location, is that intended to mean one replenishment quote per location per approved requirement, or one overall annual quote per location?

Answer 3 (Consolidated) CLIN 001 is assessed by the contractor’s price for an initial inventory visit (i.e. they charge us $2,500 to inventory stock at one location and provide fulfillment recommendations). The quote to fulfill obviously wouldn’t be known until they do the inventory, so the solicitation just needs the price for the visit/inventory and this will be the primary price point we use to determine cost to the government.

CLIN 002 is evaluated based on the example parts list pricing which we are asking the contractors to fill out and attach as part of their bid.

I believe that tackles the first five questions. For question 6, Our expectation is each location will be treated and quoted separately when it comes to fulfilling orders for sake of transparency.
