The Department of the Interior Fish and Wildlife Service seeks HVAC replacement services at Great Meadows National Wildlife Refuge in Sudbury, Massachusetts, with quotes due August 18 by 12:00 PM Eastern Time and anticipated award August 30. This is a total small business set-aside under FAR Part 12 using NAICS 238220.
Place of performance is the duplex at 93/91 River Road, Sudbury, Massachusetts. The contractor must be a licensed mechanical contractor in Massachusetts with a shop within 60 miles of the site and must employ only licensed and certified workers for all trades. The scope requires removal and replacement of two air handler/gas furnace units and two outdoor condensing units serving two apartments of approximately 1,030 square feet each. New systems must be high-efficiency, Energy Star-compliant with minimum SEER 15, and include digital programmable thermostats, NADCA-certified ductwork cleaning, MERV 13 filters, pipe and duct insulation, and air balancing. All materials and work must comply with International Mechanical Code, local building codes, and applicable standards (ASME, ASTM, NEC, AHRI, ASHRAE, NFPA, SMACNA). The contractor must provide one-year coverage on complete installation and confirm manufacturer minimum five-year compressor warranty. An alternate pricing option for a heat pump system eliminating natural gas is requested. Period of performance runs from August 30 to November 12, 2026.
Award will be a firm-fixed-price purchase order. Evaluation weighs technical capabilities and past performance significantly more than price, considering technical experience specific to HVAC services, technical approach and schedule, management plan with identified key personnel, and three past performance references with two valid references per example. Attendance at a mandatory site visit on August 11 from 9:30 AM to 3:30 PM is required and will be evaluated as part of the technical proposal. Service Contract Labor Standards apply.
