About this opportunity
The Department of the Air Force Air Education and Training Command is issuing a sources sought announcement for nonfunctional M4-style trainer weapons, with responses due by August 11, 2026. This is market research only; no solicitation has been issued.
The requirement targets delivery of 1,000 M4-style ATF-exempt, non-weapon trainer devices to support Basic Military Training at the 737th Training Group, JBSA-Lackland, Texas. Performance location is the contractor's facility for manufacturing, with delivery to 2631 Gary Ave, JBSA-Lackland, TX 78236 within approximately 60 days after receipt of order unless otherwise negotiated.
Trainer devices must replicate the external form, fit, and handling characteristics of duty-style M4 weapons while incorporating permanent internal design features that prevent chamber function, ammunition insertion, conversion to firearms, and comply with ATF non-firearm classification. The upper receiver contains no chamber, barrel, or rifling; the lower receiver features a purpose-built non-gun trigger incompatible with firearm components; and bolt assemblies are incompatible with functional firearm components. Physical specifications include approximately 6.5 pounds weight, 14.5-inch barrel length, 29.75 inches overall length (stock closed) or 33 inches (stock extended), one standard 30-round metal magazine, black MIL-SPEC furniture, and a standard 1-inch nylon sling. Devices must disassemble into ten major components consistent with standard M4 familiarization training. All items must be manufactured new, free of hazardous materials and controlled components except the trigger, and include a minimum 12-month commercial warranty with contractor replacement of defective items at no cost to the government. No security clearances are required. Respondents must complete the attached RFI document and review the Salient Characteristics and Statement of Work documents dated July 18, 2026.

Requesting information of non‑functional training weapons that are used for weapon handling, familiarization, and instructional activities. These devices are designed to replicate the form, fit, and basic mechanical manipulation of duty‑style weapons; however, they are not firearms, cannot chamber or fire ammunition, and cannot be converted into functional weapons. In practice, these devices support hands-on instruction in basic weapon handling, takedown and reassembly, cleaning procedures, and general familiarization and confidence handling.
Specific to the inventory, the M14 trainers are classified as non‑weapon devices. They contain no chamber, barrel, rifling, or fire‑control components, and they are used exclusively for hands‑on training without live‑fire capability. To ensure safety and regulatory compliance, the M14 trainer is not machined to accept any trigger, hammer, disconnector, or fire‑control components. Furthermore, it includes permanent physical obstructions and structural geometries that prevent conversion into a firearm, meaning it is not regulated as a firearm by the ATF or any state authority. Finally, an additional device in an M4‑style configuration is utilized under these same parameters and is used for the exact same training purposes as the M14 trainer.
