About this file

This is a Statement of Work (SOW) for the manufacture and delivery of 1,000 M4-style, ATF-exempt, non-weapon trainer weapons to support Basic Military Training (BMT) at the 737th Training Group, JBSA-Lackland, Texas. The contractor must deliver fully assembled, serialized items that are permanently non-convertible, compliant with ATF non-firearm classification, and designed for high-throughput trainee handling. All manufacturing and preparation shall occur at the contractor's facility, with delivery to 2631 Gary Ave, JBSA-Lackland, TX 78236 within a typical 60-day timeframe after receipt of order (ARO) unless otherwise negotiated. The devices must replicate the form, fit, and handling characteristics of the M4 platform while withstanding intensive trainee use, including daily handling, manual of arms, and inspection procedures, and must be manufactured new.

The contractor is responsible for providing all materials, labor, and equipment necessary for manufacturing and delivery, ensuring all devices meet ATF non-firearm classification requirements, and packaging items to prevent shipment damage. A standard commercial warranty of minimum 12 months is required, with the contractor obligated to replace defective items at no cost to the government. All items must be free of hazardous materials and controlled components except for the trigger. The requirement explicitly prohibits live-fire capability, projectile capability, and any potential for conversion to a functional firearm. No security clearances are required, and contractor personnel must comply with JBSA access procedures during delivery. A post-award meeting shall be conducted to confirm delivery schedule, packaging, and acceptance procedures. The contractor must obtain any necessary commercial permits for manufacturing and shipping non-weapon training devices.
