About this opportunity
The U.S. Army Corps of Engineers, Japan District (USACE-JED) is conducting market research for a Design-Bid-Build (DBB) construction project to build an Outdoor Recreation/Equipment Rental Center at Kadena Air Base in Okinawa, Japan. The project requires local sources physically located in Japan with a valid Japanese civil or architectural construction license to construct a 1,040 square meter facility with supporting infrastructure including utilities, site preparation, pavements, communications, a drop-off canopy, and passive force protection measures. Interested firms must be registered in the System for Award Management (SAM) and fully comply with Japanese business regulations and construction standards. The market survey requires interested companies to submit completed capabilities survey questions by close of business on May 7, 2025, to the designated contracting officers. The government will evaluate responses to facilitate acquisition planning and determine potential sources for the project.
The contract opportunity is not set aside for any specific designation and is intended exclusively for local Japanese sources. The project magnitude is estimated between $10 million and $25 million, with an anticipated performance period of approximately 550 days. The U.S. Government plans to issue an Invitation for Bids (IFB) solicitation in the fourth quarter of Fiscal Year 2025. Contractors must possess either a Japanese civil construction (doboku isshiki koji) or architectural construction (kenchiku isshiki koji) license, which will be verified through the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website. The U.S. Government will not offer "United States Official Contractor" status under the US-Japan Status of Forces Agreement (SOFA) and will not certify employees of U.S. contractors normally resident in the United States as "Members of the Civilian Component."
