About this file

This document is a Sources Sought Market Survey for a Design-Bid-Build construction project to build a new Outdoor Recreation/Equipment Rental Center at Kadena Air Base in Okinawa, Japan. The U.S. Army Corps of Engineers Japan District is seeking local sources (companies physically located and licensed in Japan) to construct a 1,040 square meter facility with supporting utilities, site improvements, and infrastructure. The project is estimated to cost between $10-25 million, with an anticipated performance period of approximately 550 days and a solicitation expected in the 4th quarter of FY2025.

The market survey requires interested firms to submit detailed capabilities information by 2:00 PM on 7 May 2025, including company details, project experience, mobilization timelines, material lead times, and potential challenges. Unique requirements include protecting an existing Banyan Tree on the project site and possessing a valid Japanese civil or architectural construction license. Interested companies must be registered in the System for Award Management (SAM) and must fully comply with Japanese business regulations and construction standards. The solicitation is exclusively for local Japanese sources and will be issued as an Invitation for Bids (IFB).
