About this opportunity

The U.S. Army Corps of Engineers, Japan District is seeking construction services for an Outdoor Recreation/Equipment Rental Center facility at Kadena Air Base in Okinawa, Japan. The procurement will be conducted through an Invitation for Bid (IFB) process, with the formal solicitation anticipated to be issued in the second quarter of fiscal year 2026. All interested bidders must be actively registered in the System for Award Management (SAM) database to be eligible for contract award. The contract will be awarded on a firm-fixed-price basis, with the government intending to issue the award decision no later than the fourth quarter of fiscal year 2026. Vendors are responsible for monitoring the Procurement Integrated Enterprise Environment (PIEE) at piee.eb.mil for the release of solicitation documents, specifications, drawings, site visit dates, Request for Information (RFI) deadlines, and bid submission due dates. The March 31, 2026 deadline noted in this pre-solicitation notice applies to the submission of this notice itself, not to subsequent bid deadlines, which will be specified when the IFB is formally issued.

This pre-solicitation notice carries no small business set-aside designation. The project involves construction of a 1,040 square meter facility with associated support infrastructure including utilities, site preparation, pavements, site improvements, communications systems, a drop-off canopy, passive force protection measures, and pavement demolition. The estimated contract value falls between $10 million and $25 million, with an anticipated construction performance period of 550 days. No incumbent contractor or previous award information is identified in this pre-solicitation notice. Bidders should note that for joint ventures, the joint venture entity itself must be registered in SAM as an independent entity to be eligible for award. Prospective contractors with relevant experience in military construction, international projects, and facility development should begin preparing their qualifications and ensuring their SAM registration is current well in advance of the anticipated Q2 FY 2026 solicitation release.
