About this opportunity

The United States Air Force Academy's 10th Contracting Squadron is conducting market research to identify potential providers of Liquid Petroleum Gas (LPG) delivery services across multiple locations, including the USAF Academy, Bullseye Airfield, and Farish Recreation Area in Colorado. The procurement will focus on comprehensive LPG services, including installation, maintenance, tank management, emergency services, and monthly refueling for 13 total tanks (7 government-owned and 6 non-government owned). Interested small businesses must submit a detailed response by February 3, 2025, at 4:00 PM Mountain Time, addressing specific questions about their capabilities, licenses, environmental considerations, tank replacement procedures, and standard commercial practices. The government will use the submitted information to refine the Statement of Work (SOW) and determine the most appropriate acquisition strategy. Potential vendors must provide company details, socioeconomic status, prior service examples, and respond to a comprehensive list of operational and technical inquiries.

The opportunity is designated as a Total Small Business set-aside under NAICS code 424720, with a small business size standard of 200 employees. While no incumbent contractor is explicitly mentioned, the SOW indicates a transition of replacement tanks must occur by July 31, 2025, with a specific window of July 21-31, 2025. The annual propane consumption is approximately 19,669 gallons across all locations, with tank sizes ranging from 500 to 1,000 gallons. Contractors must comply with local, state, and federal regulations, including OSHA Standard 29 CFR 1910.110 and NFPA guidelines. The contract will require a 4-hour maximum emergency response time and ensure minimal service disruption during tank transitions. Although no specific award value is provided, the comprehensive nature of the services suggests a significant and potentially multi-year commitment to LPG delivery and management.
