About this opportunity
The Department of the Interior Bureau of Reclamation is soliciting quotes for riprap and bedding material to repair the Lower Yellowstone Bypass Canal, with quotes due September 14, 2026 at 11:00 a.m. MDT. This is a Total Small Business Set-Aside; the small business size standard for NAICS 212319 is 550 employees.
Place of performance is approximately 16 miles northeast of Glendive, Montana (coordinates 47.261864, -104.540269). All materials must be delivered and stockpiled by November 30, 2027.
The solicitation requires 25,000 tons of D100 16-inch riprap meeting ASTM standards for soundness, degradation resistance, and minimum specific gravity of 2.65, with specified gradations (92–205 lbs at 100% by weight, 41–86 lbs at 50%, and 13–43 lbs at 15%); and 20,000 tons of well-graded bedding material conforming to ASTM specifications with gradations from 4-inch down to 3/8-inch. The vendor must also dress stockpiles into manageable piles using loader equipment (CLIN 30). Alternate ASTM D6473 testing is accepted in place of ASTM C127 for bulk specific gravity determination. The supplier is responsible for maintaining the haul route on Government property from Dawson County Road 303 to the stockpile site and repairing any contract-related damage; Dawson County maintains County Road 303 itself.
Vendors must submit certified independent lab testing results three days prior to delivery, provide digital load tickets with each invoice, and perform quality assurance gradation testing. Pricing includes all delivery costs; biweekly invoicing is permitted. All materials are warranted free of defects for one year from delivery, with contractor-paid repairs or replacement required during warranty. No bid guarantee, performance bond, or payment bond is required. Amendment 0001, effective September 10, 2026, provides Q&A clarification on acceptance procedures and testing standards; offerors must acknowledge receipt of this amendment.
