Place of performance is Lowell, MA 01854, spanning four park facilities: Boott Mill Complex, Maintenance Facility, Park Headquarters, and Mogan Cultural Center. Work includes annual NFPA-compliant inspections (NFPA 20, 25, 70, and 72), monthly fire pump operational testing per NFPA 25 standards with minimum 10-minute run times, quarterly sprinkler system inspections, semi-annual backflow preventer visual tests, and emergency repair services. All work must occur during normal operating hours (8 AM–5 PM Monday–Friday). The contractor must maintain 24/7 service availability with 4-hour response times and complete repairs within 48 hours when feasible. Historic structure modifications require Contracting Officer Representative approval within 48 hours; escorts require one week advance notice for sensitive areas.
The contract awards one firm-fixed-price purchase order with time and materials line items. Base year runs October 1, 2026 through September 30, 2027, with two optional one-year periods. Pricing includes firm-fixed prices for annual inspections and maintenance, monthly fire pump testing, and fully burdened hourly rates (including travel and mileage) for weekday and weekend/holiday service calls. The Government will establish not-to-exceed ceiling amounts at award.
Minimum qualifications are 10 years' experience in fire protection systems including wet sprinkler systems, fire alarm systems, and fire pumps; Massachusetts contractor licenses; and NICET or equivalent technician certifications. Evaluation criteria include experience and capability, certifications and licensing, past performance (three to five references from the past three years), and price reasonableness. AMENDMENT 0001:
The purpose of this amendment is to extend the hour and date for receipt of offers, provide a list of attendees from the organized site-visit, provide a response to all questions received, provide Annual Fire Alarm Reports, and provide Annual Sprinkler Systems Reports.
The hour and date for receipt of offers has been extended to 2:00 pm ET on September 18, 2026.
