1.0 BACKGROUND
Lowell National Historical Park, established in 1978, preserves and interprets resources associated with Lowell’s role in the 19th-century American Industrial Revolution while contributing to the city’s ongoing revitalization.
The Contractor shall provide all labor, materials, tools, transportation, and supervision necessary to perform inspection, testing, maintenance, and repair of fire alarm and water-based fire suppression systems at designated park facilities.
Purpose of Contract To ensure all fire alarm and fire suppression systems are fully operational and compliant with applicable codes, including those established by the National Fire Protection Association (NFPA), thereby protecting park resources, staff, and visitors.
Applicable standards include:
· NFPA 25 – Water-Based Fire Protection Systems
· NFPA 20 – Fire Pumps
· NFPA 72 – Fire Alarm Systems
· NFPA 70 – National Electrical Code

2.0 SCOPE
The park’s fire protection systems vary in size and complexity, including wet, dry, pre-action, and fire pump-supported systems.
Contractor shall inspect, test, maintain, fasten down and repair:
· Fire alarm control panels and devices
· Detection systems (smoke, heat, pull stations)
· Notification systems (horns, strobes)
· Water-based fire suppression systems Alarm signals are transmitted to:
· Municipal fire department (via wireless master box)
· Third-party monitoring service Exclusions:
· Halon systems
· Backflow preventer testing
3.0 OBJECTIVES
Ensure all systems are fully functional and compliant with NFPA 20, 25, 70, and 72 through routine inspection, testing, maintenance, and repair.
4.0 TASKS
4.1 General Requirements
· Provide scheduled inspections, emergency service, and repairs
· Maintain 24/7 service availability
· Respond to service calls within 4 hours
· Complete repairs within 48 hours, when feasible
· Submit written service reports to the COR after each visit
· Maintain active insurance throughout contract duration
4.2 Annual Inspection and Testing (Firm-Fixed-Price)
Contractor shall perform:
· Main drain tests (record static/residual pressures)
· Alarm verification (local and remote transmission)
· Inspection and lubrication of all control valves
· Testing of all initiating and notification devices
· Detector cleaning and sensitivity checks
· Flow switch and tamper switch testing
· Fire pump and jockey pump operational testing
· Pump capacity (flow) testing per manufacturer specs All systems shall be restored to normal operation upon completion.
4.3 Monthly Fire Pump Testing (Firm-Fixed-Price)
· Conduct monthly no-flow test per NFPA 25
· Run pump for minimum of 10 minutes
· Verify automatic start function
· Record performance and deficiencies via e-mail.
4.4 Service Calls (Time & Materials)
Includes troubleshooting and minor repairs such as:
· Alarm “trouble” conditions
· Device replacement (detectors, batteries, switches)
· Wiring and system diagnostics
· Resetting municipal fire alarm connections Pricing Parameters:
· Weekday calls (8 AM–5 PM): $_________ Per Hour
· Weekend/holiday calls: $_________ Per Hour If unresolved, follow-up service call required.
4.5 Repairs / Additional Work (Time & Materials)
· Repairs/Additional work requires prior approval
· Contractor shall submit written quotes
· Work invoiced against T&M Not-to-Exceed Ceiling amount for current year. Repairs/Additional work will be invoiced at the appropriate hourly rate, based on when the work is being completed (Weekday/Weekend/Holiday).
5.0 DELIVERY
· Inspection reports due within 2 weeks of service
· Reports must include deficiencies and corrective actions
· Contractor shall maintain digital records accessible to the Government
6.0 GOVERNMENT-FURNISHED PROPERTY
None. Contractor shall provide all equipment and materials.
7.0 SECURITY
· Contractor shall coordinate access through COR
· Escort required in sensitive areas
· No contact with historic materials without approval
· No smoking, food, or drink unless authorized
· No modification to historic fabric without COR approval
8.0 PLACE OF PERFORMANCE
Services shall be performed at:
· Boott Mill Complex (115 John St.)
· Maintenance Facility (220 Aiken St.)
· Park Headquarters (67 Kirk St.)
· Mogan Cultural Center (40 French St.)
(Existing system details remain as provided)
9.0 PERIOD OF PERFORMANCE
· Base Year: 12 months
· Two (2) optional 12-month extensions
10.0 RESTRICTIONS
· No wireless system modifications permitted
· No drilling or alteration of historic structures without approval
· No personal audio devices
· No unauthorized interaction with artifacts
11.0 DEFINITIONS
Annual Inspection:
Full NFPA-compliant inspection of fire alarm and suppression systems.
Service Call:
Minor repair or troubleshooting.
Repairs / Additional Work:
Repairs or Additional Work not included in service calls.
