The purpose of this amendment is to extend the hour and date for receipt of offers, provide a list of attendees from the organized site-visit, provide a response to all questions received, provide Annual Fire Alarm Reports, and provide Annual Sprinkler Systems Reports.

DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326Q0065, Fire Alarm and Fire Sprinkler System Maintenance at Lowell National Historical Park.
1) Section 8.0 of the Scope of Work states that the existing system details “remain as provided,” but we could not locate an equipment inventory or existing-system schedule.
To properly price the annual inspection and monthly fire-pump CLINs, could you please provide the following information for each of the four buildings:
• Number of fire pumps and jockey pumps
• Pump makes, models, capacities, and driver types
• Fire alarm panel makes and models
• Approximate initiating and notification device counts
• Number of sprinkler systems by type, including wet, dry, and pre-action systems
• Number and locations of sprinkler risers
• Any available prior inspection reports, deficiency reports, or system inventories.
Answer: Please see attached Inspection Reports
2) Could you please provide the available blueprints, drawings, or system plans for the locations?
Answer: Blueprints, drawings, and plans are not available.
3) Would you be able to provide the device counts that are tied to the fire alarm panel for all of the four sites?
4) Could you please provide information such as the number of risers, fire suppression systems, and other relevant equipment/components at each location?
5) Any available system inventory or existing inspection reports would also be greatly appreciated.

6) CLINs 00010 through 00090 are presented without a quantity or unit of issue. Will the
Government identify the quantity and unit of issue for each CLIN?
Answer: Quantity of 1, unit of issue is Lump Sum. Progress payments will be authorized in accordance with FAR 52.232-16.
7) Is CLIN 00020, Monthly Fire Pump Operation, to be priced as a single annual lump sum covering all twelve monthly tests, or as a unit price per month against a quantity of twelve (12)?
Answer: Quantity of 1, unit of issue is Lump Sum. Progress payments will be authorized in accordance with FAR 52.232-16.
8) The bid schedule for CLINs 00030, 00060, and 00090 contains a blank entry for Total Not-To-Exceed Ceiling, while paragraph (f) of the price evaluation criteria states that the not-to-exceed ceiling will be established at the time of award. Should offerors enter a ceiling amount in the bid schedule, and if so, on what basis?
If offerors are directed to propose a not-to-exceed ceiling amount, will that proposed amount be included in the total evaluated price?
Answer: Government will establish not-to-exceed ceiling amounts at the time of award. Offerors should not enter a not-to-exceed ceiling amount, only hourly rates should be included. Total evaluated price will be determined as stated in the solicitation within FAR 52.212-2.
9) Are travel time and mileage to and from the park included within the proposed hourly rate, or are they separately reimbursable under the time and materials CLINs?
Answer: Proposed hourly rates shall be fully burdened, to include travel time and mileage, if any.
10) Section 4.2 requires pump capacity flow testing per manufacturer specifications. Will the Government accept flow testing performed by closed-loop flowmeter, or is a hose stream test through the test header required?
Answer: Hose stream test through the test header.
11) If a hose stream test is required, who is responsible for discharge water containment, dechlorination, and any associated municipal or state permits, if any are required?
Answer: The location is on Federal property. No permit for a flow test will be required.

12) Are fire alarm control panel and notification appliance circuit secondary power batteries to be replaced at 100% volume as part of the firm fixed price annual inspection, or under the time and materials CLINs on an as-needed basis if they fail testing?
Answer: This will be covered under the Time & Material CLIN.
13) Please provide a device inventory or point count per building (fire alarm devices, sprinkler heads/valves, etc.).
14) Please provide the most recent NFPA 25 and NFPA 72 inspection reports for each site.
15) Fire Alarm Devices: What is the total count of fire alarm control panels, smoke detectors, heat detectors, manual pull stations, horns, strobes, flow switches, and tamper switches across all park facilities?
16) Suppression Systems: What are the exact types, sizes, and quantities of water-based fire suppression systems (e.g., wet, dry, pre-action valves) installed at each location?
17) Fire Pumps: How many fire pumps and jockey pumps are installed across the park facilities, and what are their specific capacities (GPM/PSI) and manufacturers?
18) Monitoring Equipment: How many wireless master boxes and third-party monitoring connections are currently active and maintained under this scope?

19) System Inventory/Documentation: The SOW notes "Existing system details remain as provided", but no attachment or inventory list was included in the text. Can the Government provide the complete equipment inventory list, make/model numbers, and installation dates for all systems?
20) Backflow Preventers: While backflow preventer testing is explicitly listed as an exclusion under Section 2.0, are there any associated maintenance or visual check requirements for these units during annual inspections?
Answer: A monthly visual test of the backflow.
21) Annual Pump Testing: Section 4.2 requires annual "Pump capacity (flow) testing per manufacturer specs." Does this include a full flow test (suction supply vs. discharge through hoses/flow meters), and does the park have adequate drainage available on-site for full-flow annual pump testing?
Answer: This includes a full flow test. The park has adequate drainage for a full flow test.
22) Repair Feasibility & Timeline: Section 4.1 states to "Complete repairs within 48 hours, when feasible." What criteria or formal approval process defines what is "not feasible," and how are parts availability delays handled under this 48-hour window?
Answer: If a non-stock item is not available it is with understanding that a 48hr window may not be possible.
23) Emergency Call-Out Definition: Section 4.4 lists hourly rates for weekdays vs.
weekends/holidays for Service Calls, but does not define what constitutes an "Emergency" service call versus a routine service call. Is there a separate response time or rate for after-hours emergencies?
Answer: Normal Hours of operation are 8am-5pm Monday-Friday. If a call is placed within those days and time that should fall under your standard rate if it is outside on those days or or hours that would fall under your alternate rate.

24) T&M Ceiling Limits: Section 4.5 mentions a "T&M Not-to-Exceed Ceiling amount for current year" for Repairs/Additional Work. What is the current dollar ceiling allocated for T&M repairs per year under CLINs 00030, 00060, and 00090?
Answer: As stated in the solicitation, FAR 52.212-2 Evaluation – Commercial Products and Commercial Services, actual not-to-exceed ceiling amount for Time & Material line items will be established at the time of award. Amount will be based on availability of funding and anticipated needs.
25) Escort Procedures: Section 7.0 notes that an "Escort required in sensitive areas." Will the Government provide dedicated escorts during all inspection and maintenance hours, and how much advance notice is required to schedule these escorts?
Answer: A weeks' notice prior to a scheduled inspection.
26) Historic Fabric Modifications: Section 10.0 states "No drilling or alteration of historic structures without approval." In the event that minor anchoring or conduit routing is strictly necessary to repair a fire alarm line, what is the expected turnaround time for the COR to review and approve such requests?
Answer: Within 48hrs an approval will be provided.
27) Working Hours: Are all annual inspections and routine monthly tests required to be performed during standard park operating hours (e.g., 8 AM–5 PM), or can noisy/disruptive work (like fire pump testing or horn/strobe tests) be performed after hours?
Answer: All inspection can be performed during nomal hours of operations.
