About this opportunity

The Department of Transportation is soliciting competitive bids for trolley track system repair and passenger platform replacement work at Lowell National Historical Park in Massachusetts. The scope of work includes repairing trolley tracks at four passenger stations (Swamp Locks Station, Mack Plaza Station, Moody Street Feeder House Station, and Suffolk Station), replacing approximately 325 ties in the Suffolk to Wye track section, replacing platforms and supporting structures at each station, and replacing a wood fence at Mack Plaza Station. Contractors must provide all labor, materials, tools, and equipment necessary to complete the project. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) source selection process, requiring vendors to submit a 10-page technical approach, demonstrate experience with three relevant construction projects completed within the past five years, and provide past performance information. Technical quotations are due by December 15, 2025, at 12:00 PM EST, and the solicitation was posted on November 20, 2025.

This is a Total Small Business set-aside opportunity with a firm-fixed-price contract structure. The project involves three Contract Line Item Numbers covering platform and fence removal, track repair, and platform reinstallation, with a total performance period extending from contract award until April 30, 2027. The work will be performed in Lowell, Massachusetts, and is subject to Davis-Bacon wage requirements with prevailing wage rates for Middlesex County, Massachusetts. Contractors will be required to submit bid, performance, and payment bonds, relocate a display steam locomotive during construction, and prepare a construction vibration monitoring plan. The solicitation indicates that work may be conducted during the trolley's operational season (March through November), requiring coordination with Lowell National Historical Park staff to maintain service continuity.

Notice text

Lowell National Historical Park’s (LNHP’s) 2-mile trolley system has been in operation for 30 years in its current form. The trolley system is a small remnant of the historic trolley system from the era of the mills at the LNHP site. While the trolley system is currently in a general state of good repair, portions of the trolley system are reaching their end-of-life in which critical component renewals will be needed in addition to enhanced preventative maintenance activities.

The Contractor shall provide all labor, material, tools, and equipment to repair trolley tracks in way of four passenger platforms [Swamp Locks Station, Mack Plaza Station (Visitor Center), Moody Street Feeder House Station, and Suffolk Station]; replace ties from the heel block at switch to the last line tie (Suffolk to Wye track section); replace platforms, including all supporting structure, at each station; and replace the wood fence at Mack Plaza Station.
