The project involves comprehensive trolley system infrastructure renewal, including platform removals, ballast replacement, cross tie replacement, electrical rail bonding strap repair, and platform installations using specialized materials like pressure treated wooden deck sleepers and structural composite deck boards. An Industry Day and Site Visit is scheduled for Wednesday, April 30, 2025, from 0900-1300 hours at 220 Aiken St., Lowell, with interested small businesses required to RSVP to Contracting Officer Carl Chin. This pre-solicitation notice is a market research tool to determine the availability of potential small business sources and does not constitute a formal solicitation. The contract opportunity is designated as a total small business set-aside within the Heavy and Civil Engineering Construction category (NAICS 237990). Specific work locations include Swamp Locks Station, Mack Plaza Station, Moody Street Feeder House Station, and Tremont Station, with tasks involving comprehensive infrastructure repair and replacement. The scope includes temporary relocation of a display steam locomotive at Mack Plaza to facilitate track renewal underneath and around the exhibit. While no specific award value is mentioned, the complexity of the work suggests a significant infrastructure rehabilitation project requiring specialized railway construction expertise. Responses are due by April 9, 2025, and the government emphasizes that this notice is for planning purposes only and does not guarantee a subsequent contract solicitation.
