About this opportunity
The U.S. Department of Agriculture Forest Service Coronado National Forest seeks contractors to develop the Lone Mountain Quarry for road surfacing aggregate production through a competitive Request for Proposal (RFP 127EAX25R0012). The project involves rock blasting and excavating, rock crushing, and stockpiling on previously undisturbed land to produce aggregate for Forest Service roads supporting fire suppression, international border security operations, livestock grazing, and potential mining operations in the Southern Patagonia Mountains. Contractors must be responsible for obtaining all required permits from the Arizona Department of Environmental Quality and must be registered in the System for Award Management (SAM) database for award consideration. The procurement follows standard competitive procedures for small business set-aside contracts under NAICS code 237310 for Highway, Street, and Bridge Construction. This pre-solicitation notice was posted on July 18, 2025, with a closing date of August 4, 2025, and interested parties should contact Contract Specialist Richard Ortega at Richard.ortega@usda.gov.
This opportunity is designated as a Total Small Business Set-aside, restricting competition to qualified small businesses only, with no incumbent contractors identified in the notice. The contract value is estimated between $250,000 and $500,000, with an anticipated award date of September 15, 2025. The base bid requires clearing and grubbing, topsoil stripping and stockpiling, and crushing and stockpiling 8,000 cubic yards of surface course aggregate with "G" grading, though the solicitation will include four additional additive bid items. The project location is in the Sierra Vista Ranger District on Coronado National Forest, accessible via a detailed route from Tucson, Arizona, with specific coordinates provided for the quarry access road intersection. The period of performance is projected at 180 calendar days after notice to proceed, making this a relatively short-duration construction project focused on aggregate production and stockpiling.
