About this opportunity
The Department of the Air Force Air Combat Command is seeking a Blanket Purchase Agreement (BPA) for laundry and dry-cleaning services at Ellsworth Air Force Base in South Dakota. The solicitation (FA469025Q0007) requires a contractor to provide all personnel, equipment, transportation, and supplies for comprehensive laundry services, including pick-up and delivery for multiple facilities such as Dakota's Community Center, Dakota's Club, Bandit Lanes, Pine Tree Inn, and Aspen Inn. Quotes are due by 16:00 MDT on April 25, 2025, and must be submitted via email with pricing on the provided Price List and Price Per Unit List as a Firm-Fixed Price. Vendors must have an active System for Award Management (SAM) account and will be evaluated on both price and technical factors, with the contract awarded to the most advantageous proposal. The government emphasizes that vendors should submit their best available pricing and technical quotes initially, as they intend to make an award without conducting exchanges after the solicitation closes.
This is a total small business set-aside contract with a NAICS code of 812332 and a size standard of $47,000,000. The BPA will cover a five-year period from May 16, 2025, to May 15, 2030, with annual reviews and a maximum individual purchase limit of $2,500. The contract is a non-appropriated fund purchase, meaning it is funded through military community-generated revenues rather than federal tax dollars. Monthly laundry volumes are significant, with facilities like Pine Tree Inn processing up to 320 white bath towels and 800 white pillowcases monthly. The place of performance is Ellsworth AFB, located in South Dakota (zip code 57706), and the contract will follow non-appropriated fund provisions outlined in Department of the Air Force Manual (DAFMAN) 64-119. Pricing can be submitted on either a per-piece or per-pound basis, with contractors required to provide scales at each drop-off and pick-up location.
