About this opportunity
The Department of the Army National Guard, specifically the 156th Wing Puerto Rico Air National Guard, is seeking lodging services for military personnel during regularly scheduled drills in January 2025. The contract requires a hotel within 15 road miles of Muniz Air National Guard Base in San Juan-Isla Verde, Puerto Rico, providing 65 double rooms and 5 single rooms with specific bed configurations. Quotes will be evaluated on two primary factors: price and technical acceptability, with award going to the lowest-priced quote meeting all requirements and adhering to Department of Defense per diem rates. Vendors must be registered in SAM.gov and Wide Area Workflow (WAWF), possess a Unique Entity ID, and submit quotes by January 3, 2025, at 10:00 AM EST. Technical evaluation will assess whether the lodging meets a minimum midscale quality standard and complies with all solicitation requirements.
This is a total small business set-aside opportunity under NAICS code 721110 with a small business size standard of $32.5 million. The contract covers 110 total room nights from January 9-31, 2025, with specific room allocations on different dates (10 double rooms January 9-11, 65 double rooms and 5 single rooms January 11-12, and 10 double rooms January 12-14). The place of performance is in Carolina, Puerto Rico, with rooms requiring features like convertible sofa beds and daily housekeeping. No sales tax will be applied due to the government's tax-exempt status, and payment will be made through electronic funds transfer. The solicitation emphasizes COVID-19 preventive measures and requires hotels to maintain specific quality control standards with an acceptable quality level of 98%.
