About this opportunity
The 149th Fighter Wing, under the Department of the Army National Guard, is soliciting a firm-fixed-price contract for comprehensive locksmith services, including lock repairs, preventative maintenance, and drilling access to locked GSA containers. The contractor must be a Department of War Lock program participant and retain GSA-certified safe and vault technicians trained by approved institutions to perform troubleshooting, diagnosis, and repair or replacement of Kaba Mas X-10 and Sargent & Greenleaf 2890 series access control hardware in compliance with Federal Specification FF-L-2890C. Evaluation will be based on technical capability—including technical approach to address all Performance Work Statement items, parts/equipment lead time, and ability to meet the performance period—and price. Critical deadlines include March 2, 2026, for site visit registration; March 20, 2026, at 10:00 am CDT for all questions and Requests for Information; and March 26, 2026, at 1:00 pm CDT for proposal submission, with proposals limited to two pages excluding certifications. A pre-proposal site visit was offered on March 17, 2026, at Lackland Air Force Base, with all travel costs borne by contractors.
This is a total small business set-aside under NAICS code 561622 (Locksmiths) with no current incumbent. The contract contains no specified award value or budget range in the solicitation documents. The period of performance is 30 calendar days from the date of award, comprising 15 days for test and evaluation and 15 days for repair and replacement. The locksmith position carries a prevailing wage rate of $20.38 per hour with zero fringe benefits, per Wage Determination No. 2015-5253, Revision 28. Performance will take place at Joint Base San Antonio-Lackland in San Antonio, Texas, across multiple buildings including Buildings 937A, 937, 917, and 397, where the contractor will address four specific assignments involving access control device assessment, lockset evaluation, drilling operations, and preventative maintenance on existing security hardware.
