The solicitation seeks contractor services to repair, replace, and perform preventative maintenance on various locking mechanisms and safes located at multiple buildings. Key locations include Building 937A (S&G2890 device and X-10 vault door lock with badge reader), Building 937 (X-07 dial on 5-drawer/1-combo safe), Building 917 (X-10 dial on 5-drawer/5-combo safe and X-10 dial on vault door), and Building 397 (safe requiring opening only, no repair). The proposal submission deadline is Thursday, March 26, 2026, at 1:00 pm CDT, with proposals limited to two pages and submitted by email to Contract Specialist Candace Fernandez and Contracting Officer Mark Green.
The government will not provide photographs, videos, or conduct additional site visits beyond the pre-proposal site visit offered on March 17, 2026. Contractors must provide all parts and equipment, with parts/equipment lead time as an evaluation factor. Inspection and work must comply with the Department of War Lock Program, and contractors must employ GSA-certified safe and vault technicians trained by approved institutions (Lockmasters Security Institute, MBA USA, Inc., or QSecurity Industries & LTI, Inc.) and Department of War Lock Program participants. Contractors shall troubleshoot and diagnose failures to determine whether repair or full replacement is required and must submit a detailed assessment to the government for approval before performing work. No facility security clearance is required; only U.S. citizen employees working under direct escort are mandated. This is a new contract with no incumbent.

W50S7826RA003, Locksmith Services
Building 937A(RSS1):
1. Please describe how the S&G2890 device has failed and/or what complications it has while operating the lock.
a. The badge presented with pin will unlock the mechanical latch, but the door handle is passing its stop/block and turns too far causing the system to bind, not functioning again until the door handle has been physically rotated to the start position. Crash bar system works as expected upon exit and secure the door. We are not sure if the door handle to X-10 system needs replacing or if the entire crash bar setup requires replacement.
2. Is this issue periodic or constant?
a. Constant.
3. Is the X-10 installed on the S&G2890 device still in good working order?
a. Yes, the X-10 lock was replaced less than 1 year ago.
4. The performance work statement indicated this lock has failed in the open position. Are you able to turn the handle and open the door without badging in? or do you only need to pull out on the handle to open it without turning the handle or using the badge reader? If you lock the X-10 does it prevent this from happening?
a. The lock which has failed in the open position is an X-10 on a 5 drawer/5 combo safe. X-10 lock needs repair or replacement. Currently, you can lock the drawer, spin the X-10 dial left, then right (using any random numbers) and the X-10 will open the drawer.
5. If needed, may I perform an onsite in-depth analysis of the S&G2890 device and provide a detailed description of what’s wrong so that everyone can more accurately quote this repair? The device analysis and report will be performed at no cost and be made available for everyone bidding this project.
a. No, an additional onsite in-depth analysis of the S&G2890 device is not permitted.
As stated in the Performance Work Statement (PWS), "the contractor shall troubleshoot/diagnose to determine where the failure...is and also determine if the...hardware needs a repair or a full replacement." This troubleshooting and diagnosis is the responsibility of the selected contractor.
The pre-proposal site visit that was offered on 17 March 2026 was the designated opportunity for all potential contractors to inspect the site and the equipment.
Furthermore, one of the evaluation factors of proposals will be based on the technical approach to address all items in the PWS.
Building 397:
6. The performance work statement indicated this safe needs to be opened but not repaired.
Do you need us to include pricing for delivering it to DRMO(DLA)?
a. Please refer to the PWS, Section 1.1 “Once the safe is fully accessed by the program escort personnel, the job is complete as we do not require repair of the opened safes.”
7. Is this solicitation categorized as a 'classified government project'?
“The contractor must possess or obtain an appropriate facility security clearance prior to performing work on a classified government contract.” (pg. 6)
a. No, the selected company does not need to maintain a facility clearance nor provide cleared employees. This contract only requires US citizen employees to perform the work on site under direct escort into the secure facilities.
8. Are there any required deliverables or documentation that must be submitted for approval after assessing whether the locks require repair or replacement?
a. Please refer to Performance Work Statement_20260319 that has been updated in Section 1.4.2 “Deliverables: After assessing whether the locks require repair or replacement, the Contractor will provide a submittal to the Government for approval prior to performing work.”
9. Will the contractor be responsible for supplying replacement locks, or will the unit provide them?
a. Please refer to Performance Work Statement_20260319 that has been updated in Section 1.1.1 “Objectives to open safes and repair or replace lock sets. All parts and equipment are to be provided by the contractor.”
Please also refer to the solicitation posted in SAM.gov. One of the evaluation factors of proposals will be based on parts/equipment lead time.
10. As we continue preparing our proposal, we wanted to check if there may be any available photos of the GSA containers, locks, safes, vault doors, or related hardware referenced in the PWS. Having access to these images would help us better assess the required tools, potential drill points, replacement components, and labor requirements so we can prepare an accurate and competitive proposal.
a. The Government will not provide photos.
11. If any model numbers, lock types, or prior maintenance history are available, that information would also be very helpful.
