About this opportunity

The US Coast Guard seeks locker room and bathroom flooring and locker replacement services at its Pacific Strike Team facility in Novato, California, with proposals due September 18 and questions due September 11. The procurement is a 100% small business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard, foreclosing competition outside the small business pool.

Place of performance is the USCG Pacific Strike Team, 450 Hangar Avenue, Novato, California. The scope includes comprehensive renovation of the Women's Locker Rooms in Hangar #1: providing temporary sanitation facilities, removing and disposing of existing lockers, stripping vinyl flooring and applying polished industrial-grade concrete sealer, installing commercial-grade rubber coving, furnishing and installing 16 new heavy-duty ventilated steel lockers (36"W × 18"D × 84"H minimum) with seismic restraints, installing a heavy-duty wall-mounted ironing shelf, and performing lead-safe drywall repair and painting. All work must comply with the International Plumbing Code and local standards. An Asbestos and Lead Survey Report dated August 4, 2026, identified chrysotile asbestos in floor tile and mastic in the Men's South Locker Room and detectable lead in multiple paint samples; the contractor must follow OSHA lead-safe practices and remove identified asbestos-containing materials per Cal/OSHA and NESHAP requirements.

The estimated project value is between $25,000 and $100,000, awarded as firm fixed-price. The contractor must commence work within 15 calendar days of award and complete all work within 60 calendar days of receiving the Notice to Proceed. Payment protection of 100% contract value is required within 15 days of award. Work hours are Monday through Friday, 8:00 AM to 4:00 PM; no after-hours or weekend work is permitted without prior written approval. Prime contractor eligibility requires active SAM.gov registration at time of offer submission. An organized site visit is scheduled for September 10, 2026, at 10:00 AM PDT; interested participants must email Shawn Jenkins (shawn.t.jenkins@uscg.mil) and Jesse Yutig (Jesus.C.Yutig.CIV@uscg.mil) no later than September 8 with a completed Base Access Form. Evaluation weighs technical approach acceptability and price reasonableness, with award to the lowest priced acceptable offer. AMENDMENT 002 provides answers to submitted questions.
