About this file

This is an Asbestos and Lead Survey Report prepared by Advantage Environmental & Safety Services for the United States Coast Guard Pacific Strike Team facility located at 450 Hangar Avenue, Novato, California. The survey was conducted on July 8, 2026, and the report was issued on August 4, 2026 (Job No. 26-092). The scope included visual inspection and representative bulk sampling of suspect asbestos-containing materials (ACM) and lead-containing painted surfaces within three designated interior areas of Hangar #1: Men's South Locker Room, Men's North Locker Room, and Women's Locker Room/Training Room.

Twenty bulk samples representing 41 individual material layers were collected and analyzed for asbestos content using Polarized Light Microscopy (PLM) under EPA Method 600/R-93/116. Asbestos (chrysotile) was detected in two samples associated with 12-inch by 12-inch brown/white resilient floor tile and underlying black bituminous mastic in the Men's South Locker Room: Sample 070826-CGNV-2 (East corner) contained 4% chrysotile in the mastic layer, and Sample 070826-CGNV-6 (NE corner) contained 2% chrysotile in both the floor tile and mastic. No asbestos was detected in the remaining 39 layers. Four bulk paint samples were analyzed for total lead content using flame atomic absorption spectroscopy per EPA Method 7000B. Detectable lead was identified in three samples: 070826-CGNV-Pb1 (29.3 mg/kg), 070826-CGNV-Pb2 (2,460 mg/kg / 0.246%), and 070826-CGNV-Pb4 (31.5 mg/kg). None reached the federal regulatory threshold for lead-based paint (≥ 0.50% by weight / ≥ 5,000 mg/kg), although Sample 070826-CGNV-Pb2 on painted concrete was notably elevated. Recommendations include removal of identified ACM by a licensed asbestos abatement contractor in accordance with Cal/OSHA and NESHAP requirements prior to renovation or demolition activities, and treatment of all lead-containing paint consistent with OSHA Lead in Construction Standard protocols.

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 2 of 21

1.0 Executive Summary

Advantage Environmental & Safety Services (AESS) was retained to perform an asbestos- and lead-containing materials survey of designated interior areas at the United States Coast Guard (USCG) Pacific Strike Team facility, located at 450 Hangar Avenue, Novato, California 94949 (the “Site”). The survey was performed on July 8, 2026 by Matt Bailey, Certified Site Surveillance Technician (CSST) and Lead Sampling Technician, of AESS, and consisted of representative bulk sampling of suspect asbestos-containing materials (ACM) and suspect lead-containing building materials within the Men’s South Locker Room, Men’s North Locker Room, and Women’s

Locker Room/Training Room areas of Hangar #1, as depicted on the sample location diagram provided as Figure

1 (Section 5.3).

Twenty (20) bulk samples (representing forty-one (41) individual material layers) were collected and submitted for Polarized Light Microscopy (PLM) analysis of asbestos content under Schneider Laboratories Order No.

696514. Asbestos was detected in two samples, both associated with 12-inch by 12-inch brown/white resilient floor tile in the Men’s South Locker Room: Sample 070826-CGNV-2 (East corner), in which the black, bituminous mastic layer contained 4% chrysotile (the floor tile itself was not asbestos-containing); and Sample 070826-

CGNV-6 (NE corner), in which both the floor tile and its underlying mastic each contained 2% chrysotile. No asbestos was detected in the remaining 39 sample layers. Four (4) bulk paint samples were collected and submitted for total lead analysis under Schneider Laboratories Order No. 696516. Detectable lead was identified in three of the four samples – 070826-CGNV-Pb1 (29.3 mg/kg), 070826-CGNV-Pb2 (2,460 mg/kg / 0.246%), and

070826-CGNV-Pb4 (31.5 mg/kg) – with the fourth sample, 070826-CGNV-Pb3, non-detect (<25.8 mg/kg). None of the four samples reached the current federal regulatory threshold defining lead-based paint (≥ 0.50% by weight /

≥ 5,000 mg/kg), although Sample 070826-CGNV-Pb2 (white paint on concrete, Men’s South Locker Room, B wall) was noticeably elevated relative to the other three samples – roughly half of the regulatory threshold.

A summary of findings and AESS recommendations is provided in Sections 5.0 and 6.0 of this report. The complete laboratory analytical report for asbestos (Appendix A) and the laboratory analytical report and chain-of-custody documentation for lead (Appendix B) are included, along with the sample location diagram (Figure 1);

applicable personnel certifications are provided in Appendix C.

2.0 Introduction and Scope of Work

This report presents the results of a limited asbestos- and lead-containing materials survey conducted by AESS at the request of the United States Coast Guard in connection with planned maintenance, renovation, or abatement-related activities at the Pacific Strike Team facility. The purpose of the survey was to identify the presence and approximate concentration of asbestos and lead in designated suspect building materials so that appropriate handling, abatement, and disposal procedures can be planned prior to disturbance of those materials.

The scope of work performed by AESS included the following:

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 3 of 21

• A visual survey of the Men’s South Locker Room, Men’s North Locker Room, and Women’s Locker

Room/Training Room (Hangar #1) to identify homogeneous areas of suspect asbestos-containing and lead-containing materials.

• Collection of twenty (20) representative bulk samples of suspect ACM in general accordance with 40 CFR

Part 763 (AHERA) and EPA Method 600/R-93/116.

• Collection of four (4) representative bulk samples of suspect lead-containing painted surfaces.

• Submission of all samples under chain-of-custody to Schneider Laboratories Global, Inc. (Richmond, Virginia), an AIHA-LAP, LLC accredited laboratory.

• Preparation of a sample location diagram and this summary report of findings.

This survey was limited to the specific materials, locations, and areas identified by AESS field staff and shown on the sample location diagram in Figure 1 (Section 5.3). AESS did not perform a comprehensive, building-wide hazardous materials survey. Refer to Section 7.0, Limitations, for additional information regarding the scope and applicability of this report.

3.0 Site Description

The Site is the USCG Pacific Strike Team facility located at 450 Hangar Avenue, Novato, Marin County, California, within Hangar #1. The areas surveyed include the Men’s South Locker Room, Men’s North Locker Room, and the

Women’s Locker Room and adjoining Training Room, as depicted on the sample location diagram (Figure 1, Section 5.3). Suspect materials sampled included drywall joint compound/taping mud, 12-inch by 12-inch resilient floor tile and associated black mastic, rubber baseboard and glue, 2-foot by 4-foot acoustical ceiling tile, wallpaper and wallpaper glue, vinyl floor sheeting and glue, drywall texture, and fiberglass-reinforced panel

(FRP) glue; painted drywall and painted concrete surfaces were sampled for lead content.

4.0 Survey Methodology

4.1 Asbestos Sampling and Analysis

Suspect ACM was identified by visual inspection and grouped into homogeneous areas based on material type, color, texture, and apparent date of installation. Representative bulk samples were collected from each homogeneous area using wetting techniques and dedicated sampling tools to minimize fiber release, double-bagged, labeled, and submitted under chain-of-custody to Schneider Laboratories Global, Inc. Samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Method 600/R-93/116 and 40 CFR Part

763, Appendix E, Subpart E. Materials composed of multiple layers (e.g., floor tile / mastic, or drywall / joint compound / texture) were analyzed and reported by individual layer.

4.2 Lead Sampling and Analysis

Suspect lead-containing painted surfaces were sampled by removing a representative bulk chip or section of material. Samples were submitted under chain-of-custody to Schneider Laboratories Global, Inc. and analyzed for total lead content by flame atomic absorption spectroscopy in accordance with EPA Method 7000B. Results

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 4 of 21 are reported in milligrams of lead per kilogram of sample (mg/kg, equivalent to parts per million) and as percent lead by dry weight.

5.0 Summary of Findings

5.1 Asbestos Analytical Results

Twenty bulk samples, representing 41 analyzed material layers, were submitted for PLM analysis under

Schneider Laboratories Order No. 696514. Asbestos (chrysotile) was detected in two samples, both associated with 12-inch by 12-inch brown/white resilient floor tile in the Men’s South Locker Room: Sample 070826-CGNV-2

(East corner) contained 4% chrysotile in the black, bituminous mastic layer (the floor tile itself was not asbestos-containing); and Sample 070826-CGNV-6 (NE corner) contained 2% chrysotile in both the floor tile and its underlying mastic layer. No asbestos fibers were detected in any of the remaining 39 analyzed layers. A summary of sampled materials is provided in Table 1; the complete laboratory report is included as Appendix A.

6.0 Conclusions and Recommendations

6.1 Asbestos

Asbestos-containing material (ACM) was identified in the black, bituminous mastic underlying 12-inch by 12-inch resilient floor tile at two locations in the Men’s South Locker Room: the East corner (Sample 070826-CGNV-2, mastic only) and the NE corner (Sample 070826-CGNV-6, floor tile and mastic). The positive layers contained either 2% or 4% chrysotile asbestos. No other asbestos-containing materials were identified among the 39 remaining sample layers collected within the areas surveyed.

Under 40 CFR Part 61, Subpart M (NESHAP), floor tile and associated mastic of this type is typically classified as

Category I nonfriable ACM in its current, undisturbed condition. Category I nonfriable ACM that is removed intact, without sanding, grinding, cutting, or abrading, and that is not in poor condition, is generally not subject to NESHAP notification and specialized work-practice requirements; however, if the material will be rendered friable during removal (e.g., by mechanical abrasion) or if the quantity disturbed meets the regulatory threshold, NESHAP notification and handling requirements apply. Independent of NESHAP classification, disturbance of the identified ACM is subject to the Cal/OSHA Asbestos Construction Standard (8 CCR Section 1529), which requires use of a registered asbestos abatement contractor, a Certified Asbestos Consultant-developed removal specification, competent-person oversight, and appropriate engineering controls and personal protective equipment for Class I and Class II asbestos work.

• AESS recommends that the identified floor tile and mastic (Sample locations 070826-CGNV-2 and -6, Men’s

South Locker Room) be removed by a licensed and registered asbestos abatement contractor in accordance with Cal/OSHA and, if applicable, NESHAP requirements prior to any renovation, flooring replacement, or demolition activity affecting these areas.

• Waste generated from removal of the identified ACM should be manifested and disposed of as asbestos-containing waste material in accordance with applicable federal, state, and local regulations.

• The remaining 39 sampled material layers did not contain asbestos above the laboratory reporting limit and are not subject to asbestos-specific handling requirements based on these results.

• As with all limited surveys, any suspect material encountered outside the scope of this survey, or any location not represented by a collected sample, should be presumed to contain asbestos or should be sampled and analyzed prior to disturbance.

6.2 Lead

Detectable lead was confirmed in three of the four paint samples collected. None of the four samples reached the current federal regulatory threshold defining lead-based paint (≥ 0.50% by weight / ≥ 5,000 mg/kg). Sample

070826-CGNV-Pb2 (white paint on concrete, Men’s South Locker Room, B wall), at 0.246% (2,460 mg/kg), was the most elevated result – roughly half of the regulatory threshold – while Samples 070826-CGNV-Pb1 and

070826-CGNV-Pb4 (white paint on drywall) contained lead at much lower concentrations (29.3 mg/kg and 31.5

Advantage Environmental & Safety Services | Confidential – Prepared for U.S. Coast Guard | Page 8 of 21 mg/kg, respectively). Sample 070826-CGNV-Pb3 (white paint on drywall, Men’s South Locker Room, D wall) was non-detect. AESS recommends the following:

• Although none of the sampled painted surfaces meet the federal regulatory definition of lead-based paint, all four locations contain detectable or presumed lead-containing paint and should be handled in accordance with the OSHA Lead in Construction Standard (29 CFR 1926.62) – including exposure assessment, engineering controls, and personal protective equipment as warranted by the specific task – whenever these surfaces are disturbed by demolition, cutting, sanding, grinding, or removal activity.

• Given its markedly higher concentration relative to the other samples, the painted concrete surface at the

Men’s South Locker Room B wall (Sample 070826-CGNV-Pb2) should be treated with particular caution during any disturbance, and additional confirmatory sampling should be considered if a larger area of similar concrete paint is planned for disturbance.

• Debris and waste generated from removal or disturbance of the identified lead-containing paint should be evaluated for appropriate hazardous waste characterization (e.g., TCLP or California TTLC) prior to disposal, consistent with California hazardous waste regulations.

• As with asbestos, any suspect painted or coated material outside the scope of this survey should be presumed to contain lead or should be sampled prior to disturbance.

7.0 Report Limitations

This report has been prepared for the exclusive use of the United States Coast Guard for the specific Site, scope, and purpose described herein. The findings and conclusions are based on conditions observed and materials sampled at the time of the July 8, 2026 field survey and on the analytical results provided by Schneider

Laboratories Global, Inc. AESS did not sample every material or every location within the facility; materials of similar appearance located in inaccessible or concealed areas were not inspected. Actual conditions may vary from those described in this report, and this report should not be relied upon as a comprehensive, building-wide hazardous materials survey. This report is not intended, and should not be used, as a bidding or specification document for abatement work without further review and, if necessary, additional sampling by AESS.

8.0 Certification
