Female and Male Locker Room Renovation Questions and Answers

1. The solicitation identifies NAICS 238220 – Plumbing, Heating, and Air-Conditioning Contractors, with a $19 million size standard. Does this mean that the General Contractor/Prime Contractor must be below the $19 million size standard to be eligible to bid this project?

Answer: The size standard is established by the Small Business Administration to define at what point a vendor is considered a small business. For the NAICS used for the solicitation, the size standard requires a business to have annual receipts less than the amount listed, i.e., less than $19 million annually.

2. Are there any restrictions on who is eligible to bid this project as the Prime Contractor? Please clarify which types of contractors are eligible to submit an oƯer, including whether contractors holding a Class A, Class B, or specialty contractor license may bid as the Prime Contractor.

Answer: Interested vendors must be a small business and have an active SAM.gov registration at the time an oƯer is submitted or when the solicitation closes, whichever is later.

3. Are additional site visits available?

Answer: Additional site visits shall not be oƯered.

4. Please confirm the oƯer due date/time and the email address to which oƯers must be submitted (and the 9MB-per-email rule).

Answer: The due date is listed on the SAM.gov. Please review the solicitation document for submission instructions.

5. Please confirm whether questions are still being accepted after September 11 and the preferred format for submission.

Answer: Questions submitted after 11 September 2026 may not be answered prior to the closing of this solicitation.
