About this opportunity
The Department of the Air Force Materiel Command at Wright-Patterson Air Force Base seeks managed IP-based voice interconnection services supporting local and long-distance telecommunications, with quotes due July 15, 2026 at 3:00 PM Eastern Daylight Time. This is a 100% small business set-aside RFQ under NAICS 517111 (Wired Telecommunications Carriers), size standard 1,500 employees. The procurement uses Lowest Price Technically Acceptable (LPTA) source selection and comprises twenty-five line items.
Place of performance is Wright-Patterson Air Force Base, Ohio, with service delivered to two geographically separate demarcation points (Buildings 10262 and 20015). The contractor must provide all transmission facilities, equipment, materials, maintenance, and engineering to deliver an IP-based voice transport solution terminating as T1/PRI circuits at Government demarcation points, with all IP voice traffic routed through a vendor-managed private VPN and Ethernet hand-off. The contractor shall port 53,000 Direct-In-Dial numbers from the incumbent (Lumen/CenturyLink) and provide 42 ISDN-PRI trunks (21 per site plus 20 overflow/failover plus one for special services). All domestic calls must be provided on a flat-rate basis with no per-minute or long-distance charges. Cutover completion is required by November 12, 2026.
Evaluation is pass/fail on Relevant Performance History (requiring completion of at least one prior contract exceeding $50,000 within five years demonstrating managed voice service to two distinct physical sites via vendor-managed private VPN with Ethernet hand-off, T1/PRI conversion capability, and features including Direct Inward/Outward Dialing, Caller-ID, E911, GETS access, and international dialing) and Technical merit across four subfactors (Installation/Cutover/Demarcation, Managed IP Voice Services and Features, Service Levels/Maintenance/Reporting, and Contract Management/Security). Any technically unacceptable subfactor renders the quote unawardable. Price is evaluated for completeness, reasonableness, unbalanced pricing, and Total Evaluated Price; the lowest technically acceptable quote receives award. Contract registration in SAM is required prior to award. A mandatory site visit is scheduled for June 16, 2026 at 9:00 AM EDT; attendance notification was due June 11. The Q&A addendum (Rev 5) was updated July 7, 2026.
