The vendor is responsible for all equipment, transmission facilities, cabling, maintenance, and engineering up to and including the physical hand-off at demarcation points. The incumbent provider is CenturyLink Communications (DBA LUMEN), and the vendor must port all existing commercial subscriber lines and DID directory numbers in compliance with FCC and state Public Utility Commission mandates.

The vendor must submit a comprehensive Installation, Cutover, and Decommission Plan within 15 calendar days after contract award, with Government review and acceptance required before on-site work begins. Cutover for primary and secondary sites must be completed no later than November 12, 2026. Service restoration response times are tiered by priority: catastrophic events require a restoration plan, emergency outages require response within 4 hours, serious outages within 24 hours, and routine outages within 2 calendar days. Service orders must be completed within 3 calendar days (emergency), 7 calendar days (priority), or 14 calendar days (routine). The vendor must provide 24/7/365 technical support, maintain accurate Customer Service Records updated within 10 business days of service activation, deliver a complete CSR compilation within 60 days of initial cutover, and provide a secure online customer portal for authorized Government personnel to access billing statements and outage reports. All services, equipment, and performance must comply with the security requirements of the Department of War (DoW), as well as all applicable Federal Communications Commission (FCC), Public Utility Commission (PUC), and industry standards. The Internet Telephony Service Provider (ITSP) shall deliver a SIP trunk that terminates on a media gateway. This gateway will convert the service to provide TDM trunks or POTS lines for connection to legacy, non-VoIP equipment, such as a PBX, key system, or analog end instrument.

This PWS and its appendices define the current service requirements and may be modified to incorporate future requirements as they arise. These services are for Government use only and shall not extend to non-Government entities or contractors. Note: Government data networks and end equipment will not be available for contractor use.
