About this file

This document is a Contract Data Requirements List (CDRL) for managed IP voice services and features at Wright-Patterson Air Force Base. The contract requires the vendor to provide a resilient Public Switched Telephone Network (PSTN) access solution via a vendor-hosted IP-based platform with redundant delivery to two geographically separate demarcation points. All IP voice traffic must be routed over a private, vendor-managed VPN, with services terminated at the Government's demarcation points as T1/PRI circuits. The vendor must provide full telephone number portability for existing commercial subscriber lines and DID directory numbers in compliance with FCC and state Public Utilities Commission mandates, while sanitizing all outbound Caller-ID names to display "Wright-Patterson AFB" or "US Government."

The service requirements include Direct Inward Dialing and Direct Outward Dialing, call blocking for 900 NPA and third-party billing, toll-free access, and automatic trunk group routing. The vendor must support Government Emergency Telecommunications Service (GETS) via 710 NPA access and maintain the public 911/E911 ALI database with minimal identification information. All domestic calls shall be provided on a flat-rate basis with no per-minute or long-distance charges. The contract specifies detailed installation, cutover, and decommissioning plans due 15 calendar days after award, with Government review requiring 15 working days and vendor finalization within 10 working days thereafter. Cutover for both primary and secondary sites is requested to be completed no later than November 12, 2026. The vendor must coordinate with the Communications Systems Officer on all installation, removal, and expansion activities and comply with national and local safety codes, with new cable installations required to be underground or direct buried. The CDRL includes six data items covering status reports, program management plans, service restoration and maintenance, service orders, testing and analysis, and customer service records, all submitted monthly by the 5th work day following the initial report due after the first full month of support.

• Redundancy: The service must be delivered to two geographically separate demarcation points identified in Appendix 10. The vendor’s design must provide for redundant paths (diversity) to avoid single points of failure between demarcation points.

• Secure Transport: All IP voice traffic must be routed over a private, vendor-managed VPN between the installation and the commercial voice platform.

• Service Hand-off: All services must be terminated at the Government's demarcation points as T1/PRI circuits.

• Number Portability: The vendor shall provide full telephone number portability for all existing commercial subscriber lines and DID directory numbers, as identified in Appendix 10. Actions shall be in compliance with all FCC and state PUC mandates.

The vendor must maintain public 911/E911 ALI database with minimal information set identifying numbers as Wright Patterson AFB, without granular building/address identifiers. Vendor will maintain responsibility for PUCO/FCC required carrier identification entries.

• Government Emergency Telecommunications Service (GETS): The vendor’s switch must support the 710 NPA to allow authorized users access to GETS by dialing 0/1+710- NXX-XXXX. This service is critical for National Security and Emergency Preparedness (NS/EP) missions and provides priority processing on the PSTN during emergencies. The vendor shall not provide or permit "10-10 dial-around" services.
