About this opportunity
The U.S. Army Corps of Engineers, Sacramento District, issued a Special Notice on May 29, 2026 (white paper submission deadline) announcing an upcoming competitive Progressive Design-Build solicitation under 10 USC 2808a Other Transaction Authority for construction of the Little Mountain Testing Facility (LMTF), a 50,000 square foot radiation research facility at Hill Air Force Base, Utah, with total program funding of $111.5 million.
USACE is procuring on behalf of the Air Force Nuclear Weapons Center. The acquisition uses a streamlined two-step qualifications-based selection process. Step 1 requires submission of a Statement of Qualifications not to exceed 10 pages, with the government down-selecting up to three teams to proceed to Step 2, which consists of two interviews: an interactive pitch meeting assessing technical understanding, collaborative capability, and problem-solving ability, followed by submission and negotiation of a conceptual design package with target construction pricing. Phase 1 (design and preconstruction services) will be awarded as Firm-Fixed-Price with successive design and construction milestone pricing negotiated as design progresses; Phase 2 (final design and construction) will be awarded by modification upon successful negotiation of a fair and reasonable firm-fixed-price or guaranteed maximum price, anticipated in FY28 subject to Military Construction funding availability. The government retains an off-ramp right to terminate Phase 2 negotiations and separately solicit construction if fair pricing cannot be achieved.
The facility will house the Advanced Radiation Environment Simulator (ARES), a 14 MeV neutron generator, and specialized radiation effects testing capabilities supporting the Sentinel program's Nuclear Hardness mission. Construction features reinforced concrete, structural steel, and specialized radiation shielding. All contractors must achieve CMMC Level 1 certification, register in SAM with a valid UEI, and provide performance and payment bonds equal to 100 percent of negotiated Phase 2 construction price. Davis-Bacon, OSHA, environmental compliance, and Brooks Act requirements apply. NAICS 236210 (Industrial Building Construction); PSC Y1AZ. Anticipated award of Phase 1 is July 24, 2026, with construction start anticipated May 2028 and completion October 2030. Industry Day was held May 14, 2026, with 110 attendees from 86 companies. Points of contact: Natalia Gomez and Michelle Spence.
