About this file
This document is an invitation for pitch meeting (Interview 1) that outlines Step 2 of the evaluation process for the Little Mountain Testing Facility (LMTF) Progressive Design-Build project. Offerors who are selected from the Step 1 White Paper evaluation will be invited to participate in a one-hour oral presentation to USACE and project stakeholders, followed by up to 90 minutes of question and answer discussion. The presentation must demonstrate why the Design-Build Team is most qualified to deliver the project. This is not a formal price proposal and will not be evaluated as such.
The Government will evaluate Offerors during Interview 1 based on three primary criteria: Technical Understanding (depth and accuracy of project understanding, awareness of project complexity and constraints), Collaborative Capability (ability to engage in real-time solution-oriented discussions, demonstrated openness and adaptability), and Problem-Solving Ability (quality of responses to scenarios and questions, ability to address risks and uncertainties collaboratively). Following the conclusion of all Interview 1 Pitch Meetings, the Government will conduct a second down-select, and the most highly qualified Offeror(s) will be invited to Interview 2 (Scope of Service Assessment). Selected Offerors advancing from Interview 1 will be directed to prepare and submit a Conceptual Design package. The Government reserves the right to select one or more Offerors to advance to Interview 2 or to make a final selection decision based on Interview 1 results alone. Following completion of all Step 2 evaluation activities, the Government intends to select a single Design-Build Team, which will then be required to submit a fee proposal for Part A (Design & Pre-Construction Services) for negotiation with the Agreements Officer.
