About this file

This is a draft specifications document for Division 01 (General Requirements) of the Little Mountain Testing Facility (LMTF) construction project at Hill Air Force Base, Utah. The document establishes the general construction standards and requirements that will govern the design and build phase of the 50,000 square foot facility supporting the Sentinel program's nuclear hardness testing mission. The specifications outline baseline construction practices, material standards, quality assurance protocols, and administrative procedures applicable across all construction divisions. Key specifications address general conditions including site management, safety requirements, quality control measures, temporary facilities and controls, and contractor responsibilities during the progressive design-build execution. The document references applicable codes and standards including the Unified Facilities Criteria (UFC), American Society for Testing and Materials (ASTM) standards, and other federal construction requirements necessary for a mission-critical facility housing specialized radiation effects testing equipment and supporting infrastructure.

The LMTF project is funded at $111.5 million through the U.S. Army Corps of Engineers (USACE), Sacramento District, utilizing Other Transaction Authority (OTA) under 10 USC 2808a for progressive design-build delivery. This draft specifications document serves as foundational guidance for the upcoming solicitation process, which will employ a streamlined competitive selection utilizing white papers for down-selection to three finalists prior to detailed proposal submissions. The project requires robust construction featuring reinforced concrete, structural steel, and specialized radiation shielding, with completion supporting the expanded testing capabilities and future nuclear hardness mission requirements at HAFB.

1.2 SCRAP MATERIAL

Materials specified to be removed and become the property of the Vendor are designated as scrap. Account for the value of scrap in the Agreement price.

1.3 UTILITIES

Immediately notify the Agreements Officer in writing if utilities not shown on the drawings interfere with construction operations, to enable a determination by the Agreements Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Agreements Officer, make an equitable adjustment in the Agreement price pursuant to the Agreement with applicable Terms and Conditions to cover the cost of additional pertinent work or delay.

May 01, 2026 01 00 00 - 3 FINAL RFP

1.4 PLANNED UTILITY OUTAGES AND STREET CLOSURES

Power outages to be restricted to off-duty hours and weekends. Other utilities may be connected and streets closed during normal working hours with the outage duration and street closure as short as possible. Outages and street closures are to be scheduled as far in advance as possible with the Agreements Officer and in no case less than 30 days before the outage or closure. Obtain in writing from the Agreements Officer a statement or schedule giving the permissible times of utility outages or road closures for particular installations and the maximum time allowed for such outage.

Strictly observe such schedules and are responsible for violations.

1.5 DIGGING PERMITS

Obtain excavation permits from the Base Civil Engineer (BCE) through the Agreements Officer. The appropriate form, for this request, may be obtained from the Agreements Officer. Processing time required by the BCE is 14 days. Direct questions concerning the excavation permit to the Agreements Officer.

Protect existing improvements and utilities at or near the work site.

1.2 WORK COVERED BY AGREEMENT DOCUMENTS

1.2.1 Project Description

The work includes Construct a new radiation facility to house expanded testing capabilities in support of Sentinel out at Little Mountain Testing Facility (LMTF). The construction will consist of reinforced concrete footings, foundation, walls, floor slab, structural steel frame, insulated masonry walls, and insulated roof. LMTF desires to construct a 50,000 sq ft facility to provide space for the unique test equipment and personnel space to meet future Nuclear Hardness mission requirements. Provide a test and evaluation environment that is driven by testing requirements for new and future weapon systems. A laboratory area will be needed for the specialized radiation effects equipment, test cells, required shielding, and associated screen and control rooms. Support areas for material storage, dosimetry testing, and a classified conference room will also be required. The laboratory area will need a receiving area with loading dock to accommodate forklifts and delivery trucks and sufficient circulation space for testing operations. Exterior walls and ceiling will need to shield the radiation generated by the equipment by a combination of methods that include concrete (in-place and modular), earth barriers, and providing proper standoff distance. Sensitive and/or Special Access Program spaces shall comply with the Intelligence Community Directive 705 criteria and standards. Project will include all supporting facilities such as site improvements, pavements, communications, utilities and electrical upgrades to LMTF necessary to provide a complete and useable facility. This project is authorized a generator, per AFI 32-1062.

Facility will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria 1-200-01. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facilities Criteria 4-010-01.

and incidental related work.

1.2.2 Location

The work is located at the Hill Air Force Base, Utah, approximately as

May 01, 2026 01 11 00 - 2 FINAL RFP indicated. The exact location will be shown by the Agreements Officer.

1.3 EXISTING WORK

Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Agreements Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.4 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on Agreement drawings, within area of work.
