About this file
This file is a white paper template for Step 1 of the Progressive Design-Build (PDB) acquisition process for the Little Mountain Testing Facility (LMTF) project. The template is designed to guide interested parties in submitting a Statement of Qualifications not to exceed 10 pages as part of a streamlined competitive selection process under Other Transaction (OT) Authority. The government intends to down-select respondents to approximately three finalists based on white paper submissions before advancing to subsequent acquisition steps. This template serves as a guideline document and does not specify the exact evaluation criteria, required content sections, or detailed submission instructions; rather, it provides formatting and organizational guidance for potential offerors to present their qualifications for this $111.5 million design and construction project at Hill Air Force Base in Utah.
The solicitation is being conducted by the U.S. Army Corps of Engineers, Sacramento District, for the construction of a 50,000 square-foot facility supporting the Sentinel program's Nuclear Hardness mission requirements. The facility will include specialized laboratory space with radiation effects equipment, test cells, control rooms, support areas, and robust construction with reinforced concrete, structural steel, and specialized shielding. Interested parties are encouraged to attend a virtual Industry Day on 14 May 2026 at 2:00 PM Pacific Time for additional project information and clarification prior to submitting white papers in this initial selection phase.
