About this opportunity

The Army Materiel Command Contracting Command at Redstone Arsenal, specifically the Corpus Christi Army Depot in Texas, is conducting market research to identify sources capable of providing bulk liquid argon and oxygen deliveries. The procurement seeks recurring tank fills for two government-owned 1,500-gallon tanks—one for argon and one for oxygen—that serve as carrier gases for the plasma spray process used on engine component parts. Liquid argon must comply with Mil-A-18455C composition requirements, while oxygen specifications include odorless, highly oxidizing cryogenic liquid standards (CAS Number 7782-44-7, UN Number 1073, Hazard Class 2.2). This pre-solicitation notice is strictly for market research purposes and does not constitute a formal solicitation or request for quote; responses are voluntary and the government is under no obligation to award a contract based on submissions. Market research responses must be electronically submitted to Contract Specialist Terry Clark at terry.b.clark4.civ@army.mil in Microsoft Word or PDF format no later than 2:00 p.m. CST on February 9, 2026, with the synopsis number referenced in the subject line.

The procurement is designated as a Total Small Business set-aside, with all small business categories under consideration for potential award. The applicable NAICS code is 325120 (Industrial Gas Manufacturing) with a small business size standard of 1,200 million dollars, and the Product Service Code is 6830 (Gases: Compressed and Liquefied). The contract structure is a new Firm Fixed-Price award for a base year plus four (4) option years, replacing the current contract (W912NW21P0045) which expires on June 29, 2026. Performance will occur at the Metal Spray Shop (J3P64B3) in Building 1770 at Corpus Christi Army Depot, with acceptance managed by the Metal Spray Branch in coordination with the Contracting Officer Representative through Wide Area Workflow. Multiple awards may be made based on the results of this market research, and the eventual procurement method will be determined following the analysis of responses received.
