About this opportunity
The Office of Naval Research seeks liquid and compressed gas fulfillment services for the Naval Research Laboratory via a Request for Quotes (RFQ) on a Blanket Purchase Agreement, with the current proposal submission deadline extended and documents revised as of September 8, 2026. The procurement is a Women-Owned Small Business (WOSB) single award.
Place of performance is Washington, DC 20375 (Building 49 for compressed gas cylinders; liquid gases to locations specified in Call Orders). The 60-month ordering period runs from September 18, 2026 through September 17, 2031, with annual review by the Contracting Officer. The dollar limitation per individual call order is $350,000.
The BPA includes five contract line items: CLIN 0001 covers cylinder management and full-for-empty swaps at firm fixed price; CLIN 0002 covers 24-hour emergency delivery surcharge at firm fixed price; CLIN 0003 covers on-site technical support by certified technicians at firm fixed price; CLIN 0004 covers cylinder maintenance and recertification ordered individually; and CLIN 0005 covers a Master Gas Price List. Vendors must provide firm-fixed unit pricing for standard industrial gases, liquid gases (nitrogen and helium dewars), high-purity and specialty gases, and special configurations (CO₂ with dip/eductor tube). Annual usage estimates span 15 line items for industrial-grade gases and cryogenic liquids, 11 line items for ultra-high purity and research-grade gases, and one special configuration line item.
Required performance includes routine delivery within 72 hours and emergency delivery within 24 hours of receipt of executed Call Order; batch certificates of analysis with each delivery; on-site technical support with 72-hour response for routine requests and 24-hour response for emergencies; and Phase-In and Phase-Out transition planning. All cylinders must comply with DOT regulations (49 CFR 180.201-217). On-site contractor personnel must maintain current DD Form 3150 vaccination certification, obtain favorable trustworthiness determinations, and comply with hazardous materials, radiation safety, and environmental compliance protocols per attachments. Invoicing must be submitted electronically via Wide Area WorkFlow (WAWF); Government Purchase Card payment is prohibited.
Award will use Lowest Price Technically Acceptable (LPTA) source selection, with technical acceptability evaluated on a pass/fail basis. Technical proposals are limited to 5 pages and must address capability to supply specialty gases, execute cylinder exchanges, perform emergency deliveries, and maintain DOT-compliant cylinders. NAICS 325120, PSC 6640.
