About this file
This is a Statement of Work (SOW) for comprehensive gas fulfillment services to be provided to the Naval Research Laboratory (NRL) under a Blanket Purchase Agreement (BPA) vehicle. The requirement consolidates NRL's hazardous materials procurement needs and addresses an Inspector General audit finding regarding excessive use of the Government Purchase Card for recurring purchases.
The Contractor shall provide all personnel, equipment, materials, and supervision necessary to deliver comprehensive gas fulfillment and management services. Core deliverables include: (1) on-demand "full for empty" cylinder exchange services for compressed and liquid gases to the NRL campus in Washington, DC, and local field sites; (2) maintenance and recertification of Government-owned cylinders including hydrostatic testing, valve replacement, and painting; (3) on-demand emergency gas deliveries; and (4) on-site technical support with certified technicians. All gases must be listed in Appendix A and meet specified purity grades, with cylinders complying with DOT regulations (49 CFR 180.201-217). The Contractor shall provide batch certificates of analysis upon delivery for each gas type. Routine on-demand deliveries must be completed within 72 hours of receiving an executed Call Order; emergency deliveries within 24 hours. Compressed gas cylinders shall be delivered to NRL Building 49, with liquid gases delivered to locations specified in individual Call Orders. Technicians shall respond to routine on-site support requests within 72 hours and emergency requests within 24 hours, with condition reports provided to the Contracting Officer's Representative within four hours of assessment completion. The Contractor shall submit a Phase-In Transition Plan within 10 days of award and a Phase-Out Transition Plan 180 days before contract end, including site surveys and recommendations. All contractor-owned tanks and cylinders must be removed and disposed of at no cost to the Government. Invoicing occurs per individually funded Call Order upon complete delivery via Wide Area WorkFlow (WAWF), with Government Purchase Card payment prohibited.

STATEMENT OF WORK (SOW)
COMPREHENSIVE GAS FULFILLMENT SERVICES FOR THE NAVAL RESEARCH
LABORATORY (NRL)
1.0 Background
The U.S. Naval Research Laboratory’s (NRL’s) Hazardous Materials Minimization (HAZMIN)
Section’s mission is to streamline the procurement, receipt, storage, and distribution of hazardous materials (HM). NRL divisions use large quantities of liquid and compressed gases to operate highly specialized scientific instruments critical to the NRL mission.
This requirement establishes a Blanket Purchase Agreement (BPA) to consolidate these needs and serves as a corrective action to a recent Inspector General (IG) audit finding regarding the excessive use of the Government Purchase Card (GPC) for recurring buys.
2.0 Scope
The Contractor shall provide all personnel, equipment, materials, supervision, and other items necessary to perform comprehensive gas fulfillment and management services for the NRL. The scope includes providing specified gases via an on-demand "full for empty" cylinder exchange program to the NRL campus in Washington, DC, and local field sites. The scope also includes on-demand emergency deliveries, maintenance of Government-owned cylinders, and on-site technical support.
3.0 Specific Tasks
3.1. On-Demand Cylinder Management ("Full for Empty Swap")
• 3.1.1. On-Demand Service: The Contractor shall provide gas delivery and cylinder exchange services on an as-needed basis as directed by individually funded BPA Call
Orders.
• 3.1.2. Cylinder Exchange: During each delivery, the Contractor shall collect all empty cylinders designated for pickup and replace them with full cylinders of the same type and grade, as specified in the active Call Order.
• 3.1.3. Inventory Management: The Contractor shall maintain a sufficient inventory of all gases listed in Appendix A (Gas Requirements List) to reliably fulfill on-demand Call
Orders within the required delivery timeframes.
3.2. Gas and Cylinder Provisioning
• 3.2.1. Product Requirements: The Contractor shall provide all gases listed in Appendix A, ensuring they meet purity grades. All cylinders shall be in good working order, with current hydrostatic test dates in accordance with DOT regulations (49 CFR 180.201-217).
• 3.2.2. Certificates of Analysis: The Contractor shall provide a batch certificate of analysis upon delivery for each gas type. Individual cylinder certificates shall be provided upon
Government request.
• 3.2.3. Contractor-Owned Cylinders: Repair, maintenance, and replacement of contractor-owned cylinders will be completed at no additional cost to the Government.
3.3. Ordering and Delivery
• 3.3.1. Individually Funded Call Orders: Requirements will be fulfilled via individually funded BPA Call Orders. Each Call Order will specify the exact types, quantities, and delivery locations for the required gases. All work must be authorized by a funded Call
Order prior to execution.
• 3.3.2. Routine Delivery: All routine on-demand deliveries shall be completed within 72 hours of the Contractor's receipt of an executed Call Order. Deliveries shall occur during normal business hours (6:30 AM to 3:00 PM ET, Monday-Friday) unless otherwise approved.
• 3.3.3. Compressed Gas Location: All compressed gas cylinders shall be delivered to NRL
Building 49.
• 3.3.4. Liquid Gas Location: Liquid gas deliveries shall be made to the specific building(s) designated on each individual Call Order.
• 3.3.5. Emergency Delivery: Upon receipt of an emergency Call Order, the Contractor shall deliver the required gas(es) to the specified location within 24 hours.
3.4. Maintenance of Government-Owned Cylinders
• 3.4.1. Inspection: The Contractor must notify the Government if a Government-owned cylinder is not qualified for transportation or use.
• 3.4.2. Maintenance Services: The Contractor shall provide maintenance and re-certification (hydrostatic testing, valve replacement, painting) as ordered via separate Call
Orders.
3.5. On-Site Technical Support
Upon request, the Contractor shall dispatch certified technicians for on-site assessments or troubleshooting. Technicians shall arrive within 72 hours for routine requests and 24 hours for emergencies. A report detailing condition and estimated repair time must be provided to the COR within four (4) hours of assessment completion.
4.0 Phase-In / Phase-Out Transition Plan
To ensure continuity of service, the Contractor shall provide a comprehensive Phase-In
Transition Plan to the Contracting Officer and Contracting Officer’s Representative no later than
10 days after award and a Phase-Out Transition Plan no later than 180 days before the end of the final ordering period.
• Phase-In: Includes a comprehensive site survey of all Government-owned tanks and infrastructure within 10 days of award, detailing deficiencies and recommendations.
• Phase-Out: Includes a final site survey and recommendations for the follow-on contract.
The contractor is responsible for the removal and disposal of all contractor-owned tanks/cylinders at the end of the BPA at no cost to the Government.
5.0 Invoicing
The Contractor shall submit an invoice for each individually funded Call Order upon complete delivery. Invoices shall be submitted electronically via Wide Area WorkFlow (WAWF) and must reference the specific Call Order number. Payment via Government Purchase Card (GPC) is PROHIBITED.
