About this opportunity
The Federal Aviation Administration's Mike Monroney Aeronautical Center seeks Lightning Protection for Aircraft Training instruction for FAA Airworthiness Inspectors and Aerospace Engineers, with proposals due October 20, 2026, and questions due October 5, 2026. The procurement is an Indefinite Delivery/Requirements contract with a one-year base period (November 29, 2026 through November 28, 2027) and four one-year option periods through November 28, 2031, awarded on a Lowest-Priced Technically Acceptable basis to a single contractor without discussions or negotiations.
Place of performance is a brick-and-mortar instructor-led facility in the United States, preferably within 25 miles of a major airport served by a major U.S. air carrier. The NAICS code is 611519, Other Professional and Management Development Training, with a small business size standard of $21 million in annual receipts.
Training must comprise approximately 36 hours of instruction with a maximum class size of 12 students, delivered Monday through Friday with daily sessions not exceeding 10 hours including breaks and normal start times no later than 9:00 a.m. local time. Instructors must hold an engineering degree with lightning protection background, minimum three years of industry experience, and minimum three years of teaching experience. Facilities must accommodate at least 13 people, provide ergonomic seating for 8-hour occupancy, maintain minimum 30 footcandles of illumination, and control temperature between 68–74 degrees Fahrenheit.
Evaluation weighs four factors of equal importance: detailed training syllabus compliant with the Performance Work Statement; descriptions of training facilities, equipment, or Part 141/142 certification; proposed training hours and days meeting specifications; and instructor qualifications. Contractors must price each course line item separately on Schedule B. The FAA will cover all travel and per diem; tuition is charged on a per-class basis.
